Android 8; cyborg or robot?

Was Android 8 ever identified as a cyborg like 17, or a robot like 16? I dunno what the Viz manga says, but Path to Power shows him as a robot. I think I read somewhere that he was a human base, implying he's a cyborg like 17.

Did the Japanese manga, Daizenshuus, Perfect Files, or anything ever clear that matter up, or is he up for interpretation?

Daizenshuu 4 and 7 say he's human-based, like No.17 and No.18.

It's the same as GT...... And this movies is the same as GT. As you see, Bebi is machine mutant, but he can be like Buu.... when Goku killed him by Kame Hame Ha aimed to sun, Bebi is destroyed and you can see that he's load of metal and electronics...... Isn't Cell sorta machine mutant too??? I can say, that if Cell will be destroyed in GT, he will be load of scrap metal too.

Cell is an artificially created being, but dispite having little or no human in him still gets called an Artificial Human.

I just always assume that No 8 was a cyborg simple because he is a blatant rip on Frankenstein's monster, which was made using human parts.
