Saiyans go to?

Saiyans go to?
I am bit confused here regarding a talk that occurred due DB Kai. We know low-class Saiyans were sent to planets which residents are also weak. However what happens to non low-class Saiyans like Nappa or Vegeta? Aren't they also sent to planets when born however planets with strong inhabitants?

Vegeta was born to the Royal bloodline. He would have gotten away from being sent away to fight if it was not for Freeza. Nappa was in charge of the Saiyan army so he would have been the guy to train and boss the weaker Saiyans around.
I always did wonder about Radditz however; I don't think he was an Elite fighter and it does make me wonder if he was sent to planets like his younger brother or how he escaped the planets destruction. He was not that strong that Freeza really needed him around.
Anyone know?
I think it was judged by powerlevels mostly, Almost like the smaller, weaker Saiyans were considered the runts of the litter and disreguarded by being sent off to other planets to take over. I suppose in the Saiyan's eyes leaving more space and natural resources for the stronger more Elite warriors. Goku was born with a low level, So was packed off and sent to a weak planet like Earth to take over.
I always did wonder about Radditz however; I don't think he was an Elite fighter and it does make me wonder if he was sent to planets like his younger brother or how he escaped the planets destruction. He was not that strong that Freeza really needed him around.

Well, I think that elite fighters also were sent away.
What is a Saiya-jin that doesn't fight?
Think about it: Namek isn't the only planet that has inhabitants with up to 3000 in PL.
The elites were probably around 4000-8000. Since Nappa was Vegeta's right hand, he was probably one of the strongest Saiya-jins that was not the King, nor the Prince.
And it would be warriors from the Elite that were sent to those planets.

It was only said in the dub. It doesn't make a whole lot of sense either, since all the Saiyans were warriors, meaning they all were effectively in the army, so if Nappa was in charge of the army, wouldn't he be the king? In the anime after Goku had let go of Raditz's tail, Raditz said something like 'I'm different. I'm a first class warrior'. I always thought he sort of said that as a lame boast, possibly because Vegeta and Nappa wouldn't have had anything to do with a weakling like him before their homeworld got blown up. Now that he was working along side the Prince and a powerful noble like Nappa, he could boast of being a high class warrior, even if it was only through a technicality.
I can't imagine Raditz working with Vegeta very well, though, what with all the mistakes he made in the fight. I noticed how reluctant Raditz was to detatch his tail when it got grabbed, I bet Vegeta would have executed him if he lost it.

Well, he means "high class" in the sense of "first rate" or "top quality", not in the sense of social class. I mean, he was good at what he did, and knew a lot of techniques, and his fighting skills were not bad.
