No, if anything it's worse in the manga than in the anime. Let's review Chi Chi's post-23rd TB appearances in the manga:

-Goku mentions that she scolds him whenever he tries to train Gohan, and that essentially she has become an "education mama" (in Kame-sennin's words).

-Kame-sennin and Bulma force Kuririn to tell Chi Chi the news of Goku's death, on the grounds that they "don't want to die".

-Shows up at Kame House to bring Goku and Gohan back, saying that 4-year old Gohan can't afford to fall behind on his education. Chews out her father when he says this is over-doing it a bit.

-Ignores a critically wounded Goku to attend to the relatively fine Gohan. Nags on everyone for getting Gohan involved in this mess, and doesn't give Goku or anyone else any credit for having saved the Earth.

-Yells at Gohan when he says he wants to go to Planet Namek.

-Nags Gohan to always do his homework during the trip to Namek, and make sure to write home every day. And to always use conditioner.

-When Kame-sennin comes to deliver word that Bulma and co.'s spaceship has broke, the hospitilized Goku mentions that she got board and went to go shopping.

-During the Freeza fight, she's shown complaining to her father about her Goku and Gohan are probably just goofing off on Namek.

-After returning to Earth, Gohan wants to stay with Bulma for awhile because he's afraid that Chi Chi will be mad at him for not doing his homework.

-She pulls a sword on Kame-sennin when he suggests Goku doesn't want to come home because he's afraid of his wife.

And that's it up to the end of Freeza. I think the above covers every single one of her actual appearances, and most of the times she's mentioned. She does improve afterwards though. There is her refusing to let Goku train Gohan to fight the androids, on the grounds that she considers Gohan's education to be more important than the fate of the Earth, but other than that she becomes a reasonably non-crazy character. But the above documents 11 volumes where she's quite literally never shown doing anything but nag or complain, and is almost always mentioned doing one or both when talked about by others. So no, it's certainly not due to the anime.

I actually did this earlier (first reply, actually), but I'm gonna fill out the whole thing now.

Overall: GOTEN.
Villian: Buu, Freeza
Game: Gotenks, Trunks (Sword), Chaozu
Female: Bulma, Chi-Chi close behind
Children: Like, all of them. Seriously.
Filler: Driving episode, pre 22nd Tenkaichi Budokai filler, Bulma and the crab (I LIKE IT!)
Artificial Human: #19
Animal: Oolong
Underused: Chaozu, GT Goten, and pretty much everyone other than Goku and Vegeta.
Fusion: Gotenks. But I think all the fusions are cool.
Outfits: Hmmm. Goten's Chinese style clothing, Goku in Shu's clothing, Gohan in Ma gi
Arc: Buu, Red Ribbon Army and Piccolo Daimao.

Worst overall: Don't really dislike anyone much.
Worst villian: Cell or Broly
Worst game: Final Bout, played that piece of crap once. -.-
Worst female: Pan
Worst children: I LOVE THEM ALL.
Worst filler: Anoyoichi Budokai, Freeza Saga during Goku's battle
Worst artificial human: 16 or 20.
Worst fusion: Er, Piririn.
Worst outfits: Goku's Yardrat and Goten's 28th Tenkaichi Budokai clothing (hell, most of the clothes there were questionable).
Worst arc: Anoyoichi Budokai, or 21st Tenkaichi Budokai

Wanting her obviously-talented son to put his talents to good use instead of being thrown into shark-infested waters or strung with bees or whatever other crazy-ass training regimen Goku picked up from Master Roshi? How dare she!

She gets angry at them standing by while her husband's murderer kidnapped her son? oh em gee wat a bitch

Granted, with the caveat that she's a mother. Priority number one is gonna be the safety of her kid.

Because he wants to bring the Devil back to life. Y'know, the guy who nearly killed her and Goku at the Budokai, then actually did kill Goku and kidnapped/abused Gohan for the previous year?

Plus, there's the thing that I get ragged on because "Gohan's just a kiiiiiiiid why're you so meeeeeeaaannnn" and now ChiChi gets ragged on forsaying "You're a five year old kid, no you aren't going across the fucking universe to an alien planet".

I see that one, but don't agree. Goku wasn't at death's door or anything and sitting in a hospital room for hours on end is indeed mind-numbingly boring.

I hardly think she should be blamed for not knowing what was going on.

Say what you will, but my point is that from the Saiyan to Freeza arc, Chi Chi is quite literally shown doing nothing but act like a stereotypical nagging wife/mother. And can you really say that her level of concern for Gohan's education is healthy? It's basically the only thing she's shown showing concern for.

Well, Piccolo would have killed them if they tried anything. He said it himself. And again, it's not that none of her nagging or anger is justified, it's that those are the only characteristics that she's shown as having, whether on-page or being referred to by other characters. Nobody ever says "boy, Chi Chi sure is a great tennis player", or "Chi Chi and I had the most interesting conversation". It's always "Chi Chi yelled at me", "Mom's going to scold me", "She'll kill me".

That's just the thing though. Priority number one is her son, and priority number two is...nothing. Nothing at all. She's shown as having no concern for anyone or anything but Gohan.

What she mostly says is that Gohan has already gotten too far behind in school as is. And maybe she does mention the Piccolo thing, I don't remember, but even so she has to know that it's not just Piccolo they're going to revive, but Yamcha and the others.

So...are you going to stop criticizing Gohan for those things, or is that kind of arguement OK unless it's directed at Chi Chi? I mean, what's your point in even bringing that up? I wasn't the one who "ragged on you" for criticizing Gohan's character.

But again (again again), she's never shown for as much as a panel without complaining to someone. When all of her manga appearances are like this, can you really be surprised that people would come away with a picture of her as a nagging shrew? That was my point.

Now that I think about it, even if he had done his homework, wouldn't it have just gotten left back in their original Namekian spaceship anyway? But I guess that's neither here nor there. At any rate, I think I've made my point by now: Chi Chi never even mentioned without etc etc.
