I don't see what the problem is as long as it isn't absurd or ridiculous. Everybody has a different sense of humor, but most people can agree on one basic element of funny. I think the jokes would make the whole thing a little more light-hearted and rewarding. Like sprinkles on ice-cream. You really don't need 'em, and not everybody cares for them... Humor is very subjective. I might find something funny; you might not care for it at all. It's another challenge for us to decide on something aptly "funny" for a caption, then to risk someone else deciding that he's got a funnier caption and edit war over it. It's a rather silly thing to war over.

One thing I've always liked about DB Wikia is the quotes on the top of the character pages. Is there a chance we could do something similar? Of course, we should probably try to take them from a more respectable translation, like the subs or the Viz manga.

Something that defines the character? Or just a quote from a moment that's generally agreed upon to be important for said character? I don't think either of these are nearly as subjective as humor. But I also don't know how many characters would actually have quotes that fit either of those categories though. Maybe just a quote from the first chapter they appear in? I certainly don't see the problem with including information about notable fan-works. Of course, "notable" is always going to be debatable, but I figure if it's even worth having a debate over, it's probably notable to include. I'd want to make sure we include global stuff, though, and not just the flavor-of-the-week American YouTube funny.
I think I'd take the Wikipedia stance that the person/group/works listed for discussion shouldn't be editing their own page, though. No problem talking about it and suggesting changes/corrections, but yeah.
RE: DIALOGUE... I think we should stay away from it as much as we can unless it's extremely relevant to the character being discussed (see: Broli - "Kakarottttttttooooooo~"). Too many nuances to be lost or ignored, too much potential to slip-up with mis-translations/dub-isms, etc.

There's an issue with including notable fan related works, mainly the creators of them deluded about how well known they are.
This page is clearly written by the author of the comic, Malik666, so let's hope he doesn't think his NOTABLE FAN COMIC WINK WINK WINK deserves to be on our Wiki.
We don't exactly have to worry about KaiserNeko writing "Dragon Ball Z Abridged is considered the best Abridged Parody series, and has proven it self to be the funniest show in the universe.
The creator has this to say: "It wasn't meant to be so great, everyone loves it, and even Funimation, Toei, Shueisha and Akira Toriyama have told us how great it is, so you know it's the best!!!""
