I think he just meant that Super Saiyan is overused and that Gohan's mystic power-up was at least something different, not that Pan would have automatic access to that power-up by virtue of being Gohan's daughter. This is how I felt, too. Super Saiyajin have been done to death, and by the Buu saga the standard Super Saiyajin form isn't even the best thing around. It's like "oh hey, you're SSJ now. Just like everyone else... I see what you guys mean. I always wished we saw a new kind of transformation among Pan and Uub. As for the power-up, it would have been interesting if Pan had some kind of minor influence from it. Basically just to explain why her potential is so huge, in a way that allows her to catch up the series heroes because of it.
But, seriously, would have definitely liked to have seen some sort of power up or ability for Pan, and maybe if the series had continued (yeah, right) maybe we would have seen one, because of that four-year -old-flies-around-the-world and stuff

Read Herms’ comments concerning the Japanese I agree that it could be either way but I choose to believe the she cannot interpretation.
