Yeah that animation was awful no doubt. I saw a few bad animation loops for Freeza laughing today while watching the Freeza saga and just knew Funi took those mouth flaps and put dialogue in there. I can't blame them in a few cases it really just looks like Freeza's talking. Even in an accurate dub I'd bet they would insert dialogue into those mouth flaps just to avoid it looking awkward.

It's times like those where I hate the anime.
Aro started to laugh. “Ha, ha, ha,” he chuckled.- Actual quote from Twilight

Yeah, especially after he blows up Kuririn, that animation seriously looks like talking. I was a bit suprised that FUNi did what, in my mind, seemed like the right thing and Toei was wrong. (Dialogue vs. laughter)

I agree I think that was a moment were the dub utilize wasted audio and added something unique to bring home the fact that aliens was involved in the conflict.
Freeza's an alien?

While I think most of the dub dialog is pretty ridiculous... I also do have nostalgic feelings for the original FUNimation/Ocean DBZ dub. 8)

I think it could've been an interesting addition to the DB universe had Freeza actually said something meaningful or unique in his so-called "native language".

But "let's get down to business".

Why would Freeza make the effort to say such a bland, throw-away comment in his "native tongue"? It's an opportunity for a potentially good dub line utterly wasted IMO.
In a nutshell: Likes the sub and the dub and barely ever posts.

Now I get it. I didn't know he had a native language. I remember Kold Daio saying something before Trunks killed him. So maybe Freeza DOES have a native language.

If you put the volume up a good amount, you can kind of make out what he's saying. Sounds like (starting from 3:55 until his death) "I wanted nothing but peace! I meant you no harm. I swear it!!!" and then something that I can't really make out, unless I turn the volume up a bit more. But it's definitely English.
