It was in the original manga #32 or #31, and then it was put in Shonen Jump. I'm not sure if it's in the Viz manga.
The actual Japanese for #20 states:
"Finally, he upgraded himself. However, he was destroyed by #17. ((Human plus Machine))"

That's pretty much what the VIZ translation is saying <_<

Wow. I totally saw that coming. Hahaha.

Anyway Gohan, you have to admit the Japanese leaves a little bit more open to interpretation...although yeah, technically, "upgrading" himself would allude to becoming a cyborg.

Actually, why don't I just translate the entire thing?

This is everything about Dr. Gero's Jinzôningen!!
After #8, they were created with the goal of killing Son Goku, who destroyed the Red Ribbon Army.

[Goku: "Hmm..."]

#1-#7
All had problems.

#8
Had a kind personality, and became good friends with Son Goku. Failure.

#9-#15
All seemed to have problems, but #13, #14, and #15 were apparently well along the way to completion.

#16
It's not quite clear why, but Dr. Gero called it a failure. It seems that perhaps its personality was the problem, but was there some other mystery?....
((Complete Artificial Construct))

#17
Because too much focus was put on power, would not do what he was told. Failure.
((Human Base))

#18
Power was suppressed compared to #17, but still would not do what she was told. Failure.
((Human Base))

#19
A success at last, but destroyed by Vegeta.
((Complete Artificial Construct))

#20
Finally, he [Dr. Gero] upgraded himself. However, he was destroyed by #17.
((Human Plus Machine))

CELL
Previously, Dr. Gero intended to bring his Jinzôningen into the world through biotechnology, but as it was time-consumingly difficult, he left it to the computer to continue the experiment. It was produced by combining the cells of Goku, Vegeta, Freeza, Freeza's father, and numerous kinds of creatures. From this state, it is further supposed to make #17 and #18 combine with it to become its Perfect Form.

WOoooooord up! Thank you Julian.

I'd just REALLY like to know what exactly the difference is between "human base" and "human plus machine."

I mean, I guess it's referring to human Gero's brain plus a machine body. God I just answered my own question. ~_~;

Yeah, no positronics in Dr. Gero's brain...he just wanted to sorta put it in a glass jar/container...thing. As a mad scientist (technically a mad roboticist, but who's splitting hairs?) he knows the awesome power of a brain in a jar.
SJ Dragonball Graphic Novel, Volume 9, page 60. That is all.

Just remember Dr. Uiro (or whatever you want to write his name) from movie 2. He only had his brain "alive" and he referred to him as...himself.

[tosses shit against fan]About that computer that made Cell, does anybody else think it's possible that it could have been Jinzôningen #1?[/tosses shit against fan]

Seriously though, I often thought Metal Sargent could have been #7 since 1-8 were for the RR. What do you think?

#1-#7 were failures, though, and Sgt. Metallic wasn't.

Sgt. Metallic was a Robot owned by the RR that failed to kill Goku because its battery died out. Robots/androids were made for the RR by Gero. Robots/adroids #1-7 by Gero were failures. Hence Sgt. Metallic could be one of robos #1-7. :P

And #16 was the most powerful of all the androids (excluding Cell) yet he was a failure. :P

Is it ever explained why #16 was said to be a failure? Was it because of his personality? I mean it's not like #16 couldn't follow orders or anything, even after Gero died he went to kill Goku.

We assume it's just because he was a nature-loving hippy. He doesn't want to do anything besides kill Goku. Like nothing else. He doesn't want to fight anyone for fun. I bet Gero was like GET ME A SANDWHICH!@ And 16 was like no way, I just want to kill Goku.

I think with #16, Toriyama was originally intending to make him some kind of ultra badass, but changed his mind later.

But he is badass. Just try and tell me that tapping Cell on the shoulder before walloping him in the chin wasn't badass.
