Super Jinzoningen 17 way too powerful ?

Discussion, generally of an in-universe nature, regarding any aspect of the franchise (including movies, spin-offs, etc.) such as: techniques, character relationships, internal back-history, its universe, and more.

I think the whole point in the Hell 17 wasn't to make a powerful fighter, but to make a component that would fill in the gaps in the original 17 and bring out his potential power. Super 17 was their goal from the start.

Dr. Gero said the original #17 was supposed to be stronger than Cell and his ultimate weapon. Of course that is GT bullshit but whatever.

How do you mean weak?

Hell 17 was much stronger then normal 17 and then he powered him up so that they can fuse.

I mean weak story telling, not weak from an in-universe power perspective. That plot element would be lame but forgivable with some characters (like Buu, due to his magical nature). #17 is a cyborg. That he would just "power up" on account of the other 17's existence... it just never worked for me. And I like the saga, if I shut my brain off. It just defies logic (even Dragon Ball logic) when you really break it down. This is the same saga that had Goten and Trunks sense the ki of a hidden villain who had escaped from hell- a fighter who should have been undetectable and arguably shouldn't even exist in any "afterlife" sense.
