Raditz would come to Earth and this would happen:

The Red Ribbon Army would actually still be around. They had existed for awhile before Black told Red about the dragonballs and they started gathering them.

Pilaf would be doing something else. Who the hell knows what, I don't know. I doubt he'd take over the world on his own.
Red Ribbon may have taken over the world by mundane means eventually. Who knows?
Daimao may have been released for some reason. Maybe by Pilaf or the Red Ribbon as an alternate plan for world domination. If Piccolo was released, even without regaining his youth, may have been able to obtain world domination.
"Pre Z", everything kind of lays on Muten and the Crane students. How they'd react, and how much of an impact they could make. Not sure if the Crane School would do much in terms of a world domination scenario.
Now, if Goku stayed living in the mountains the whole time, he'd still have the goodness and values he gained from a nasty bump on the head and an upbringing by Gohan. I heavily doubt he'd just go "Well gosh, I suppose I could go on a mass murdering spree if you say it's okay!". It's hardly being extra nice to girls and whatnot. Goku would probably die, the earth would be razed, sold, or turned into a parking structure planet.
And from there it's impossible to tell. There would almost certainly be nothing jinzoningen-wise. Buu could have happened, though it definitely would have taken awhile.
I'm not touching an alternate GT. I haven't seen it in far too long.

Dragon Ball, the manga, would cease to exist.
It's entire plot centers around the dragon balls.
Also during the Freezer saga (Oh wait, there would not be any Freezer saga since they would not know of the planet Namek);
Whenever a villain would slaughter all of the supporting cast plus all of humanity they would not be able to revive all of them due to the missing dragon balls, so..... The result would be horrible.

His only real motive for that was to fill the void Mutaito's school's disappearance left. Instead he would have simply been a letch his whole life, never teaching Gohan and Ox King.
If Gohan was not taught martial arts by Muten Roshi, he probably did not go to Mt. Paozu, and because there are no Dragon Balls, never carried the four star ball.
This means the Kakarot would never have fallen into a ravine, having not been found by Gohan. This means one of two things.
One, the world would have been wiped out by him as an Oozaru well before Raditz's arrival. Kakarot would have accepted Raditz's offer to go conquer with his fellow Saiyan survivors, and the Saiyans would live out their entire life serving Freeza.
Or, during his Oozaru rampage Kakarot is defeated by Mutiatio's students.
Then, when Raditz appears either with Kakarot, he wipes out the temple first then the world, or Kakarot is dead and thus Raditz simply wipes the planet out in turn.
Ultimatly the world - Nay - the entire universe, would be a very grim place without the Dragon Balls.

What? That makes no sense. He didn't become God simply to make Dragon Balls. If the Dragon Balls never existed, the androids and the red ribbon army would probably rule the world.
Dr. Gero started working for the Red Ribbon army probably before they started to look for the Dragon Balls since the RR army only started to look for them after Pilaf tried to make his wish and when Goku went to the muscle tower, artificial human nº 8 was already built and so were nº 1 to 7.
So his work and his inventions wouldn`t cease to exist without the Dragon Balls nor would the Red Ribbon army.
Without the Dragon Balls, Goku would not meet bulma and would probably still live in the mountains doing the occasional rampage as an Oozaru.
Therefore the red ribbon army would be left unchecked and Dr. Gero would probably develop his experiments faster since he would have the funding and the support of the RR army resources.
By the time the sayans came to Earth to look for Goku, its very possible that he would already have working androids that surpassed them, since in the original story only a few years later he already had androids that surpassed Freeza and the SSJs.
With those androids the RR army would also have no trouble taking over the world.
Cell wouldn`t exist as we know him. Maybe some other ultra artificial human would be built instead of him.
Freeza would never come to Earth and if he did it would probably be later then he did in the original timeline and all he would want would be to conquer the planet. Of course by then the androids would surpass him and he would be killed.
As for Buu, maybe he would be released, maybe he wouldn`t. If Dr. Gero continued to built Androids and they reached a level in which they would be able to kill Dabra, probably buu wouldn`t be released. Besides, babidi wouldn`t be able to use the energy from the Androids to revive Buu.
As for Piccolo Daimao, if he was released by Pilaf, without Goku being able to stop him, kami would stop him using the mafuba. Kami didn`t use it the first time around because he only learned it when Mutaito used it, and in the original story Kami probably let Goku try to defeat Piccolo Daimao because he probably already knew the mafuba technique. Piccolo Daimao wouldn`t be able to resist it because he only learned how to do it after being defeated by Goku and becoming stronger in the original story.
So, Piccolo Daimao wouldn`t interfere with the RR army and Dr. Gero`s plans.
Of course its possible that Dr. Gero would be killed by his own androids like he was in the original story and if that happened Earth would be very similiar to the Earth of the Future Trunks. But his androids would probably be somewhat different from the ones that he know so that might not happen.

Would the androids end up being that powerful without something like Goku as a target, though? Seems a bit excessive to dedicate your life to making more and more powerful androids for no real reason.
Goku's Oozaru rampages may have become more of a problem as he got older and stronger (even though he probably wouldn't gain the same sort of strength as he got in the series -- x10 power boost is still a lot).
