I love Mr. Satan and his general ability to fail, except for when he aids Goku and Vegeta in the final battle against Boo. Then he proves he can be awesome too.

Well, since the pun comes from the English word 'briefs', and both the doctor's name and underwear are written as 'buriifu' in Japanese, it makes sense to keep the pun since the name was not altered at all from the original word. I don't think it's really something that should be viewed as a mistake, since people can interpret it either way (though I personally like going with the puns when possible, so I call him Dr. Briefs).
