Technically, Tao Pai Pai wasn't an actual member of the RRA. He's just a freelance mercenary that they hired. If he were an actual member, though, he'd probably be my pick. Android 8, too, but I don't think he really "fits."

Blue is pretty hilariously awesome, but I've gotta go with Murasaki for being more hilariously awesome.

Dragon Ball always did have the best comic relief. :D

One of my favorite characters is referred to as Lieutenant Green in fandom (FUNimation dub actually gave him some weird name I think Lieutenant-Captain Dark or something).

He's the fat guy with the whip who got owned by Roshi. Such a minor character, but I still enjoyed him.

More mainstream, I liked Colonel Silver a lot and Colonel Violet.

I'd say Blue. Though he's a very amusing character, there was just something genuinley dangerous about him, the way he was able to think ahead of the fighters and capture them (via badass telekenisis). He's also hillarious in that he's totally repulsed by Bulma's sexual advances.
