What happened in the 5 years between episodes 273 and 274?

Maybe the Cell Game and Mr Satan's "victory" did inspire the revival of the Tenkaichi Budoukai.

Is it ever stated anywhere when the 13th Z movie is supposed to be in terms of Dragon Ball Ages?

Aside from some odd inconsistencies with the heroes' powers (SSj3 Goku is suddenly stronger than SSj3 Gotenks who's suddenly stronger than Ultimate Gohan), it fits in nicely sometime soon after the Buu arc.

Well... thanks, that was already pretty much implied, but how much time has passed? Is it some months after? A year? A few years? After Abo and Cado?

Also, Goku being stronger than Gotenks doesn't come to me as a surprise, but it was never implied that any of them were stronger than Gohan (at least I didn't notice). None of them were doing any real damage, Goku just used a special technique. It's kinda like the Genkidama, just because it was able to kill Buu, doesn't mean Goku is stronger than Buu.

I don't think there's any way to say exactly. Daizenshuu 6 only says that it happens after Boo's defeat. If we go by the Jump anime special, Goten, Trunks, and the others don't look all that different even 2 years after the battle with Boo, so movie 13 could also be years later.

I think the Piccolo/Tenkaichi explanation may have been in the anime scene where Old Timer explains the history of the Tenkaichi Budokais after tghe Cell games are announced. I'm pretty certain I at least recall it being mentioned in the dub of that scene.

If nothing else, it's a fairly logical reason why they'd post-pone the tournament for a bit. I mean, Piccolo blew up the whole city practically.

Well, the 24th was held before the Cell Games... I'm going to guess though that it was pretty quiet, since ... the advertising budget was small thanks to the reconstruction. :P.
So the 25th was later than usual because things were being reworked, since the Cell Games returned popularity to the tournament. This might also be why the Junior Division was involved, since there might have been more burocracy since there was more publicity (though I recall, in the dub at least, the Anouncer saying that Videl won the previous Junior Division. Hm.)

The delayed 24th Budokai might also have been a result of the tournament's declining numbers of fighters. The 23rd tournament had... what, 80-something participants? A lot of people lost morale after Budokai 22 and thus didn't bother signing up for 23; the 23rd Budokai might have weeded out some more of the few fighters that retained interest, since Goku and the rest had become even more godlike during the past three years (And since they'd made appearances for three straight Budokais in a row, people might have assumed they were Tenkaichi Budokai addicts that would likely show up for the 24th, 25th, whatever).
