Yes, after being defeated on Earth Gokû has his tail brought out, and then used Super Saiyan 3 to fight third form Baby-Vegeta on Planet Plant.

No, it doesn't. Base Saiyans are meaningless, and Piccolo is at Perfect Cell's heavily suppressed level, at the most. Their power makes no difference one way or the other.They're added together, on top of Buu and 'Ultimate' Gohan. That makes a big difference.
...Why would Goku be comparing Rilldo to Mr. Buu? That would be pointless, as being stronger than him wouldn't even mean much. I don't see how a GT character being absurdly more powerful than a Z character mean's it's inconsistent. Sure, it's ridiculous, but it isn't inconsistent.None of that serves as a comparison between Vegetto and Baby, since all we know is that Vegetto was far above the strongest Buu. We don't know precisely how far that puts him above Kid Buu. Besides that, we don't know for sure that Goku was comparing Rildo to Kid Buu and not Mr. Buu.
To top it all off, strength levels are completely inconsistent in GT and make no sense. Base Kid Goku is stronger than SSJ3 Adult Goku? Even for Dragon Ball, that's a stretch.
And just how much stronger than Buuhan do you think Vegetto was?

Mr. Boo has the virtue of being the Boo who's actually still alive n' kicking. He's been chilling and being chummy with everyone back on Earth for a good 15 years by that point. Why wouldn't Goku possibly be referring to him?
What if he compared Rild to, say... Piccolo instead? Would that automatically mean Piccolo as he was at the 23rd Budokai, just because that's the last time Goku fought him? Or would it mean Piccolo as he is at that time, back on Earth?

Mr. Buu is still pretty strong, all things considered. A being more powerful than him just happens to be hanging around the universe? The part about GT characters being that much stronger is, as you say, the ridiculous part. The inconsistent part is that Goku spent so much time fighting Rildo in base and SSJ, then he's half-assedly defeated by Goku, Pan and Trunks' one-handed base form ki blasts on their way out. Or when they spent a whole episode fighting giant, somehow unbeatable space-worms. Or everyone not being able to move Super 17, only to have SSJ1 Goku come along and literally punch him across the planet...only to then lose to him at SSJ4. You say that base Saiyans are nothing, but sometimes in GT it seems like the difference between their base forms and SSJ is negligible.
GT strengths are just all over the place. Someone is as strong or weak as the writer needs them to be at the time.

Mr. Buu is not Kid Buu, the only form of Buu that ultimately mattered and that Goku actually fought.

Aren't you the one who heeds the SSj multipliers as being universally applicable? Shouldn't be too hard to discern Vegetto's strength from the fact that apparently, his base is weaker than Buuhan.How can I answer when we never even saw Vegetto put in any effort?

The difference in power between Vegetto and Gohan-Buu is greater than the difference between Gohan-Buu and Hercule.
