Yes, that is true, he was talking about his fighter, but he traveled to heaven to just ask that? He`s not dead so he has no business being there. North kaio I can understand because he is dead, but then again, it appears that he didn`t stop being Kaio. I don`t know, I always view it as Goku went living with Kaio somewhere in the afterlife, but not actually in heaven. Since what really interests Goku is training I always thought it make sense.
Also, since I was under the impression that the guides describe heaven as a place filled with flowers, I honestly thought he wasn`t in heaven.

What about a spiritual body, though? If controlling one's ki is a super rare ability in the universe, would it not be possible to have some form of body as well? As I mentioned earlier, besides the person after Goku, we see a dog and a Martian in Heaven when Goku's with Kaio.

You're right there, I think. So going back to the original question, is there anywhere in the manga that explicitly states that only a chosen few get to keep their bodies, exempting the Piccolo/Vegeta scene in the Buu arc? This seems a bit late on to finally set the rule in stone.

Nope. All they say back then is that Goku had been brought to the afterlife still in flesh form to receive training. They don't spell it out in more detail until the Cell saga, where Goku tells everyone that he's being allowed to keep his body as a privilege for saving Earth.
