Well, not necessarily once they were created. Now I'm going to use filler but in this case it's the only part of the series that really explains this, not to mention one of the only things I remember about the anime. In Trunks's future time, Android 20 escaped to his lab and awoke #17 and #18. Then they killed him like they did in the main timeline.
In that scene, Gero is shown as Android 20, not just some old guy in a lab. But one wonders if that was the way the manga would've had it.

Two possible reasons explain all:
1) It was a Trunks from a different timeline.
2) A giant monkey did it.
Damn right.

You mean the three years between the warning and the arrival of the androids? I always just assumed that when Trunks uses the time machine after he told Goku and Co. about the androids, he wasn' returning to his own time, but instead just going 3 years into the future of that time. So the Trunks we see 3 years later is the same Trunks that warned Goku - only for him 3 years haven't passed, maybe 3 minutes.alakazam^ wrote:That brings something I was wondering. What was Trunks doing for three years? And was that the same Trunks who warned Goku from the Artificial Humans?

Actually, Trunks said he was going to tell his mom what was up and it took a while for the time machine to charge. So it was probably a few days to a few months before he made his second trip. He should've arrived earlier so they could've taken out 19 and 20, then look for Gero's lab just to make totally sure. And if Cell showed up, take him out.tealsmith wrote:You mean the three years between the warning and the arrival of the androids? He did mention something about six months, I believe. And yes, I assume he just returned to his time, waited for the time machine to charge, and returned. Wierd that he waited three years to return...he could've just waited until it was ready and then just go back to the right time...

I have the explanation for why the Androids in the present were stronger than in Trunks' Future Timeline.
Future Timeline - Goku uses instant transmission to get to earth in time to kill Cyborg Frieza and King Kold, then later dies of Viral attack on his heart. Vegeta and everyone lose purpose to a degree and do not train as hard because they do not know of the looming threat. So they are eliminated by 17 & 18. I always imagined it was always 19 & 20 that destroyed the city on South Island. However, no one knew about it, so they weren't there waiting for them. They most likely heard about it and had thier initial confrontation with 19 & 20 somewhere else. Vegeta probably destroyed 19, and 20 probably still escaped towards his lab. Bulma was nowhere nearby so no one to tell them the general direction of Gero's lab. 17 & 18 were readied and released, but the Z warriors were not knocking at the door to cause a distraction for them to wait around long. So they probably killed Gero and left without ever taking notice of 16 or activating him.
Cell no one knew of, but Cell explains to Piccolo that Gero had been watching Son Goku ever since the 22nd tournament with those little Ladybug robots and was building Androids to be strong enough to destroy Son Goku.
Present timeline - Son and the others are warned of the looming Android threat so they prepare. Unknowing of Cell or the Ladybug robots still watching them, they become stronger through training, thus Gero took the human teens that were used as the base for 17 and 18 and made them much stronger based on the info from the ladybug spy robots.
That, I always believed was the explanation for them being stronger. Goku and friends were stronger, so the supposed instruments of thier destruction were made stronger to begin with.

...But didn't Gero say (in the present timeline) that he stopped monitoring Gokuu after the battle with Vegeta, when asked if he spied the events on Namek?Akira wrote:Present timeline - Son and the others are warned of the looming Android threat so they prepare. That's not the only flaw in that case. Gero had probably completely given up on the rebellious #17 and #18, focusing mainly on himself and #19 at that point. #17 and #18 were only his last resorts. I say their being stronger in the present timeline is just some random accident by chance, or something that just happened indirectly as a result of the tampering with time.

What happened in Trunks' time 17 and 18 killed Gero but in the present time Gero some how manged to turn them off and turn himself into a cyborg most likly being injured by 17 and/or 18. After Gero turned himself into a cyborg be attempted to reprogram 17 and 18 causing them to be stronger than the ones in Trunks' time and also less murderous. The 17 and 18 from Trunks' time were killing machines but in the present they were out for a, toned down, good time. That is the difference Gero tampered with the present 17's and 18's programing.

IIRC, the Androids are the same in both times. The ones in the future never used more than 50% power though, so Trunks just assumed they were weaker. As for the future Androids being more of killing machines than the present ones, I think it was probably a change over time. They got bored, annoyed, and just took up the hobby of blowing up buildings and killing people.
