Well, he is God, so I guess that would explain how he could. Plus, he's been seen to make clothes appear out of nowhere, so perhaps that has something to with it.
While I don't remember the exact line, I remember Goku saying something about getting his tail removed so Kami could put the moon back in place.

On another note: Why didn't they wish for Vegeta and Nappa to be transferred to the moon? If Kami can create one, Shenlong surely can transport them there = suffocation and death.

They could have just wished for a malfunction in the computer, sending them into a black hole, star, etc. They could have wished the air out of their pods. So many ways to do so.
But as for the Moon, either Kami has some mean powers gained with the god position, or he made a wish with the DBs.

Why do people keep saying this crap. Atmospheres for Earth-like planets are very, very, very thin. We cannot survive in Earth's atmosphere above 26,000 feet up (five miles/eight kilometers) because there's not enough oxygen up there.

Well that may have been filler but in the manga Majin Buu turned Vegetto (who is 50% Vegeta) into candy. Last time I checked candy doesn't have lungs or a brain but Vegetto was still capable of talking. Because it's not crap. At all. Dragonball has Goku going to the moon and leaving people there under a sustainable atmosphere. Dragonball has a moon that takes up 40-50% of the night's sky. I think he probably just liked the moon. He wanted to do a favor for werewolves, and he wanted romance to spark again, and he wanted the moon pie industry to start thriving again. Basically, all the stuff that the Tenkaichi Budoukai announcer complained about when Jackie Chun first did away with it!

I'm going with the whole "It's Magic" rule for now since it's seems like he has some magical powers that can restore stuff across the Planet.

What filler can't explain away, however, is why they didn't ask Shenlong to destroy Nappa's and Vegeta's pods. I understand why it couldn't destroy them directly, what with it being beyond Kami's abilities to do so*, but surely Kami was powerful enough to destroy a simple spacepod, right?
*While I'm sure this has been brought up a bunch of times before, THIS RULE MAKES NO SENSE! This rule flat-out states that Kami can do everything Shenlong can. So why don't they just have Kami fix their problems instead of using the Dragon Balls? Hell, you can't even use the excuse that he has those abilities but can't ethically use them because of his godhood. Why? The Great Elder is just a really old Namekian, not a god. And yet his Dragon Balls can do all kinds of shit. You'd think he would try to revive a few of those Namekians who died in the catastrophe, if only to stave off loneliness, right? Apparently he was fine all by himself. Or why couldn't give Nail immortality or a huge power boost or SOMETHING that would let him beat Freeza?

The "Shenlong can't do anything beyond the power of the dragon balls' creator" thing doesn't mean that Kami can do everything that Shenlong can do. Kami outright tells Goku that he can't bring people back from the dead and that they need to restore Shenlong to do so. As for why they didn't just wish the pods to fly into suns or something...maybe there's more to it than just that. Maybe Shenlong still counts loopholes like that as causing the target's deaths, and that's beyond his power? I mean, if a genie tells you that you can't wish to kill someone, do you think he'd let you wish for a moon to fall on them? It's a bit cheeky.
Or it's just because the plot would be boring if the dragon balls solved everything.
