I really want Chi-Chi to be playable in that armor bikini she wore as a kid. That alone would be a sure-fire selling point for me to buy Raging Blast 2.

Correction, anyone here who's a guy would agree to that. Most of us women would find it rather distasteful, but what the heck. It's a pretty cool looking outfit.

If that shitty VS mode from Tenkaichi Daibouken counts, Akkuman, Murasaki, Drum and old Daimaou were playable in that.

The character that I would love to see put in a game is an "almost" character and that's the fusion of Majin Uub and Gohan. Not just that, but Gotenks SSj3 (teen and adult), and Piccolo and Tenshinhan.

More notable fusions:
Chi-chi and Bulma
Ox King and Roshi
Pan and Bra
Krillin and Yamcha
Krillin and Piccolo
Future Trunks with teen Gohan (the real Gotenks) lolz

Costume:
SSj1 Gohan with long hair

OK, so I don't mean all of the fusions, but the 2 Gohans that I mentioned and the Piccolo and Tenshinhan one I would love. Also teen Gotenks and adult Gotenks.
