Doubt it but they actually listen to the fans. When they made Storm 1 they let the fans choose the cover art(there was 6 to choose from) and stuff. When fans got pissed about no online in Storm 1 they put it in Storm 2. Fans have been asking for a certain form of Naruto, now its plausible and as a result other characters are being put in. I could go on and on but when Naruto fans get pissy they listened. Spike's a pretty small company. Outside of DragonBall games they usually only localize North American and European games for Japanese audiences. They've only just recently got into publishing moderately sized titles such as the Kenka Bancho, and Shiren The Wanderer franchises.
Conversely, Cyberconnect2 is one of Namco Bandai's larger studios, and is a subsidary of Namco Bandai. Spike doesn't have that luxury.

Which should make them more open to fan ideas really. But it seems to be the opposite in Db games. The small companies don't listen and the big ones do. IS there something wrong with that? Spike (as was Dimps in the past) is simply a contracted developer in this case. They're likely given an outline by Namco Bandai on what to do, and they do it. Namco probably wants the cheapest way to allow them to get annual titles. Well yes, they should consider some fan suggestions,however, it may still be some what of a risk because every fan doesn't want the same thing. For example, someone might want the game to play like Tekken, another may want the Tenkaichi 3 fighting system, but tweaked a bit more. Obviously you can't please everybody but it's also obvious that most people whether or not they are on this site were really dissatisfied with Raging Blast. As a fan of video games and Dragonball all I want is a fighter that looks like the anime and has gameplay that is easy to pick up and hard to master. In essence, I want a game that looks like Ultimate Ninja Storm 2, The style of MvC, A decent list of characters from all spectrums of Dragonball(Think Budokai 3) and level designs like Super DBZ. It's not a whole lot to ask and I honestly think most people(fans of the show or not) would be happy.

The difference in the video games can be seen in the differences in the manga/anime series.
The Dragonball series has been done and over for what seems like forever. Any game that gets released in the last ten years is basically retelling the entire story. Unlike with Naruto, there's no new characters, new abilities and attacks, and no new story material to cover.
For the most part, any new Dragonabll game we get is for the benefit of the American audience. I say mostly because I have no doubt that a lot of the Japanese audience enjoy and look forward to these new games as well.
When most people think of Dragonball, they think of the flying characters and the energy attacks that distroy mountains and planets and large explosions. This is all due to the source material. Everything leading up to and including the Freeza fight felt like progression, and a decent one of getting more power and fights increasing in scale. But after that everything was just defined as giant energy blast (even though it was kinda cool).
Now I may be off a bit with Naruto. I haven't watched an episode since Rock Lee return during the Sound-Ninja-take Sasuke-to-Orochimaru-an Naruto-and others-give-chase. I had switched over to the manga (note: I haven't read any Dragonball manga past the Pilaf arc). Naruto just seeems to be better grounded. A lot of characters seem to have a lot of power and abilities but more diversed, dangerous when used on anyone, and more balanced. To me it seemed that if a character has a particularly devastation attack, they would hold off on using it because it would leave them drained and open. While Dragonball just had them throughing giant palm blast after palm blast.
The major licker is that if you take an early Dragonball fighter and pitted them against a more recent character there's a huge power difference where it would seem foolish to even have them fight. Whereas with Naruto, lethal from a hundred years ago is still lethal a hundred years from now so everyone stays on their toes.
How does this play into game design? Well being fighting games, all the characters have to be balanced against themselves. An earlier character encountered has to be able to fight the newest character. Part of the draw is playing as your favorite characters. Pitting Merc Tao against Majin Buu seems ridiculous. But putting Haiki (dude with the ice powers who worked for the dude with the very large sword during thier first mission) versus ... heck, any character introduced in the second series.
As fans we would look at any matchup and compare the in-universe ability and skills completely disregarding the acftual game mechanics. In the end, we want a game that clodely resembles what we see when we watch the series. Budokai Tenkaichi/Raging Blast best emulates Dragonball Z and GT. I've only played Clash of Ninja Revolution and Ultimate Ninja Storm, but that seems to represent Naruto pretty well.

Either way, some of you can't complain. Think about how One Piece isn't getting any releases outside of Japan, except Europe. Europe somehow got both Unlimited Cruise titles. At least Dragon Ball, Naruto and Bleach have games released outside of Japan.
