The Best Looking Episode In The Entire Series
I want to see it because most of DB series animation looks are bad!

If movies count, I'd say movies 1, 12, and 13 all have beautiful animation. Movie 1 is very fluid and nice to look at while movies 12 and 13 are the Buu arc art-style taken up a notch.
Also, almost anything by Studio Cockpit; I like their stylized, expressive look. (They're the ones who did episode 274 with Goku and Vegeta inside Buu.)

The first 3 Z movies were great. They have this old but smooth look to them. SS2 Gohan right around the time he shoots the final blast against Cell looked pretty great and the first episode we see Jimmy Firecracker and Mr. Satan.

I remember really liking the animation during the Goku and Cell battle.

When I think BEST, what instantly comes to mind is the episode where Vegeta fights Recoom. I believe the episode where Vegeta is hit by the Genki Dama has the same style. Well drawn AND fluid, just all around good animation.

Either 'No More Rules' or 'Battle for the Universe Begins'. This is about as good as it gets when it comes to DB.

Episode 120 of Z is such a good-looking episode. The only downside is that the episode directly after that one is made of crap. And Kai doesn't make it any better, as there is no cut between 120 and 121, it just degrades to shit.
Episode 95 is the same way. Great looking episode, especially when Goku turns Super-Saiyajin. I love it on the Dragonbox, best way I've ever seen that episode. Then turns to utter shit with big-hair SSJ Goku.

I've always been particular to the episode where Gohan kills Cell. It has great animation and covers one of the most epic parts of the story.

Yes! He's the man, so I just have to agree with you. Although anything animated by Nakatsuru Katsuyoshi, Shimanuki Masahiro, or Yamamuro Tadayoshi is always good as well. Anything done by Maeda Mineru, Masunaga Keisuke, (The Studio Cockpit supervisor) and most of the episodes done by Tekuichi Tomekichi and his two successors.
Also, episode 232, done by Yamamuro Naoyoshi. The fighting sequence between Goku and Vegeta in this episode is absolutely beautiful.

I love episode 280, particularly the gorgeously reanimated flashback scenes.

Studio Cockpit. Was it the studio that animated the episodes in which Mr.Satan makes his first appearance, Goku did an Instant Kamehameha on Cell, and Gohan went Super Saiyan 2? If so, Studio Cockpit gets my vote, followed by the Maeda Minoru episodes. and the people who did episodes 4, 31, 63, 98, etc....

I am continually amazed by the team who brought up Yamcha v. Tenshinhan. There's this shot where Tenshinhan dashes at Yamcha, who jumps into the air, but Tenshinhan uses his left arm and pushes up off the ring to reach after him. The camera angle is incredible.
In terms of outright visuals...Dragon Ball Z #199, #230, #279, and #280 are some of my favorite on-model and well animated episodes.
