Boo's clothes seem to be a part of himself, where as Piccolo's certainly seperate from his. That explains in a nutshell why his clothes are always there when he regenerates as opposed to him being nude. I'd guess Bibbidi probably decided to make him with clothes to have his creation be a little more decent in some ways. I'm with Dayspring on this. He probably just chose not to for one reason or another.

Buu's pants are a part of himself. His kame gi after absorbing Gohan was probably more magical creation (like the clothes that Piccolo can create) than actually a part of him.

Except those clothes were Gohan's, not Buu's. Buu's clothes are the pants and the pants only.
