This topic made me think about one thing
Nothing special..
A list of all only cited characters in manga. But never apeared.
Remembering that character must be cited. Not just "must exist" like, for example, "Goku's mother" EDIT: That was a bad example. Should used something like "Kuririn's mother

Characters I remember now:
-The one who asked to Shenlong to became a King
-Fushichou (immortal bird/phoenix)
-Bulma (there was 3 Bulmas on policeman's equipement)
-Brown Tai
-Copper Shougun

-Two people from Planet Metamor who Goku met in the afterlife.

Probably there's more that I forgot.
Anyone remember more characters?

Goku's mother is mentioned by Raditz as having died in the destruction of Planet Vegeta.

Papoi appears in the anime.

There's Brown, the RR Army guy whose squad found the dragonball they were looking for the day before Goku met Silver.

There's the philosopher Gerinovitch, mentioned by Gohan's high school teacher.

There's the two people from Planet Metamor who Goku met in the afterlife.

There's Videl's mother, who she mentions is dead.

In the manga, there's the East and West Kaios, but I guess they aren't exactly mentioned by name (or title, rather). Piccolo just says that there are four Kaios, but only the North and South ones are specified. There's also the North and West Kaioshins, who we don't even get pictures of in the manga.

I could be wrong, but didn't Vegeta just say that a Super Saiyan appears about every thousand years? Not that the last one was a thousand years ago.

Makes me wonder who those warriors were.

The family Uub lived with, I think he mentioned having a lot of brothers and sisters, I forgot. All of Cell's victims. Whatever race of people whose arm Vegeta was chewing on when we first see him.

Which reminds me, I need to finish that game and get more pictures of stuff. It's a terrible game, and I hate pretty much everything about it except the storyline
