Yeah, it baffles the mind to a degree but is forgivable given unnecessary prior describing of its awesomeness.

It doesn't really HAVE to ge the Vegeta from the OVa, all of the Vegetas are in the game.

Correct. Gohan wasn't capable of becoming a Super Saiyan 2 in Gaiden, yet is depicted here (and amusingly enough, in a few instances in Gaiden) as one.

It's not inconsistency-- Super Saiyan 2 Cell Arc Gohan is just the most popular iteration. Super Saiyan 2 Cell Arc Gohan was on the box art for Gaiden, but only actually appeared as such in the game due to a sprite artist's mistake.

End of Z Trunks could be Future Trunks with an different costume.

The use of the colour black and the extreme close-up on Gokū's fist, makes this easily the best cover in video game history.

You realize that all that proves is that there's no variety, not that the cover arts are actually bad, right?
