Why didn't Freeza or Cell fight King Emna?

@Bussani: There's no reason to assume this, though. The whole physical body thing is rare, fine, but where is it stated that not having a body always means the soul is a puff cloud shape?

It isn't like you can't put a fight while you're a cloud. You just have to start moving around, screaming or something.

But then Enma defeating him wouldn't be a big deal and serve to show that he's very strong and that Kaio is crazy strong for being even stronger than him. If anything, it would make more sense if another Oni stopped Raditz, as well as make for a great joke to have Goku want to learn from the pencil-pusher over Kaio instead of Enma over Kaio.

Again, where is it stated that no physical body means you have to be a cloud?

It's worth noting that in the original he just says that Raditz struggled and struggled, but he managed to subdue him. Nothing about "none can defeat me" like in Viz. And the way Raditz is described is more like a child acting up than him having some full-fledged martial arts fight with Enma. Goku's the only one to see this as showing Enma to be strong. Granted, when Goku's standing there all impressed, Enma doesn't actively step in and say "but he was just a soul, so it's no big deal", but he's hardily boasting in that scene.

Well, coincidences can happen (this is DB for pete's sake), and for all we know, they judge guys with bodies all at the same time.

Like I said above, the way Raditz is described in Japanese is more like a child acting up than him putting up an actual DB-style fight. If a soul can move, it could certainly struggle in this way at least.

Which is all fine and dandy, except it would confirm that not everybody goes to Enma just as a bodiless cloud. Is there anything anywhere that even implies no physical body means your soul takes on the form of a cloud (be it manga, anime, interviews, guide books, whatver)?
