It's a Japanese pipe which can extend itself when upgraded. Of course, this doesn't apply to normal kiseru's. Goemon picked this weapon because itt was rather inconspicuous and could be used as a bludgeoning weapon.
Another thing Goku and Goemon have in common is that their both based upon legends, although Goemon is based upon a real person, Ishikawa Goemon, a sort of Robin Hood.
Goemon's best friend, Ebisumaru is based upon Jirokichi, aka "Nezumi-Kozo", also a sort of Robin Hood like figure.

You were suppose to say yosh (Eggman's catchphrase). Anyways, yes, that was a HGTTG reference (got a ton of them, seen the tv series, the movie, listened to the first eight radio episodes,read the first 3 books and gave up on the fourth.
