From what Dodoria said, Freeza knew of an advantage of having Vegeta working for him, so he purposely destroyed the planet when he was away. Raditz and Nappa just happened to be away at the same time by coincidence.

Correction: Raditz being away was a coincidence. Nappa was Vegeta's bodyguard, so Freeza knew he would survive as well.

For what it's worth, at one point, it actually is sort of stated how long it's been since Planet Vegeta's destruction. When Freeza tries to figure out who Gohan is, realizing he must be the son of a Saiya-jin, he recalls having destroyed the planet "about thirty years ago".

That's true. Though in the anime, it said about 20 years, whereas the manga, Frieza says about 30 years. Given Goku's age, it's closer to 20 than 30.

I just added up the number of years from Goku's birth to the arrival of Raditz and he was 24 and six months at his previous birthday.

I wasn't aware of the exact months, but I knew he was 24 at the time of the Frieza saga and rounded that to 20.
