Paint.NET might be a good choice for those who need or want a free alternative to Photoshop.

I use paint.net; it's relatively user-friendly by comparison to GIMP, and I like it. I don't know if it's quite as capable as GIMP or Photoshop though.

Here's a pan I made recently, from Kai episode 84. There are a couple flaws I wish I was able to fix, but I think it turned out pretty good overall.

Apologize for the half-year bump, but there's likely no point in creating a new thread for this when there's already one.
I've got a few 23rd Tournament pans that I thought were awesome when I was watching the Season Five set I got a few weeks ago:



This one was a bit difficult to make, as it was animated and the background was moving at a different rate than Goku and Tenshinhan. It was additionally hard because FUNimation's Dragon Ball masters are such crap that the immense jitter threw the frames I took incredibly out of alignment. Worked out perfectly though with some selective erasing and rotating.
I've got a few more that I intend on making that I saw when watching Dragon Box 4, so I intend to keep this thread alive!

I hate to double post, but considering the type of thread, I assume it's okay, otherwise nobody would know I've added to the thread.
I come bearing many gifts (note: the first two pans had to have extensive color correcting done because the frames I took didn't match up due to the films brightness fluctuating a bit in those scenes). Some of these are massive, so click on the image for the full size version:

^ I had to make this one from the recap of the next episode, as it started fading to the next shot in the actual episode.

The rest of these have mostly the original colors, though with minor corrections:
