Context: as Goku prepares to fight Boo
Goku: “Alrii~~iight. I’d better go all out right from the start…! If we get done in, then the entire universe will go ‘poof’…”
Vegeta: “Let me see this ‘Super Saiyan 3’ thing with my own eyes…”

All at once? No,but taking out the Universe solar systems at a time is plausible[judging by DBO which details Goku and Vegeta throwing out Supernovas, which on average are bigger than our solar system by a good deal]. Even still, I doubt he could find and blow them up faster than the universe can grow.
[I just realized that Cell's boast about destroying the solar system wasnt just that, he may very well could've done so, based on DBO of course]

Remember, the (mortal) "Universe" in Dragon Ball consists of only 4 galaxies, which are all relatively small and close together.

That's true, but it's fair enough to say that even 4 small galaxies at once would be out of Buu's reach right?

Even Freeza could have destroyed the universe if he wanted to... He would just have to go from planet to planet, destroying every single one, one at a time.
Buu is the same.
As for destroying the universe in just one attack, I don`t think so. Maybe if all the planets in the universe were close together... But they aren`t. There are very far from each other... There is much more space than actual planets in the universe. For a single attack to be able to cross the entire universe, destroying every planet... I don`t think it would work.

I think Goku mean that Buu would have wipe out the Universe over time and everyone would be fucked if Buu wins. The DB universe is not the same as our seeing our universe is full of billions of galaxies, and trillions of stars. The DB universe is four galaxies and a one big dimension (The Afterlife).
If you want go by the anime, Super Buu 3 can destroy the universe with a chain reaction since it was stated one of the Daizenshuu's from what I can remember.

If you take "universe" to mean "all living things," I don't see why not, since he blew Earth up like it was nothing. If we're talking "the fabric of space and time," and we're counting stars and the vast emptiness of space, that's tricky, since where does Buu go if that disappears? And then you have to decide how does one destroy "space," which is basically nothing.

It'd be neat if Boo had some suped-up version of the Genocide Attack where he'd fire countless planet-destroying homing missiles. Though I suppose he'd have to work out a way for the missiles to teleport Kibito-style too, or else the attack would take a really long time to wrap up.

Yeah, that's his
"Outside Space" attack. I think the whole thing about it being able to wipe out the universe was said in the actual anime too.

Once Buu could also teleport into the afterlife there was the added risk of him destroying everything there. That'd
really mess with the cosmic order. What happens if you blow up heaven or kill Enma and his staff?

Space isn't really "nothing", and it's already very malleable to begin with, so "destroying" it isn't a big leap--not for science fiction, anyway.

Well Cell did claim his Kamehameha had enough power to blow away the solar system. Now I know some people see that as a bluff just to try and scare Gohan and the others but I'm taking his word for it. Freeza destroyed planet Vegeta with ease in his most repressed form so Cell destroying the solar system and Boo destroying the universe deffinantly isnt an over statement imo.

And since Dabra was the strongest dude in the entire Demon Realm, comparing him to Kid Boo... well, the Demon Realm is pretty much boned either way.

An unrestrained ki blast produced at the upper limit's of Kid Buu's power destroyed... one planet. Super Buu 3 is a hell of a lot stronger, but nothing at all suggests that even he could be a "solar system-buster," much less a "universe-buster." Any form of Buu should be able to effectively end all life in the DBU by way of Instant Movement; systematically killing off planets at his leisure.

See that'd be argueable if DBO hadn't of come out, so unless Goku reached Vegetto levels of power, I'm sticking to this new supernova feat. But I understand your logic nonetheless.
And just to clarify, no, I don't think any Buu can destroy the Universe.

Yeah there is a huge gab between destroying a Solar System and the whole universe since our Solar System is a very small part of the Milky Way Galaxy. Seeing that the DBU does not have the same logic as our universe, it would be hard to compare. I doubt any Dragon Ball character can destroy a universe with raw power. Even in GT, Elder Kaioshin said that Super Yi Xing Long (Omega Shenron) would destroy the universe with chain reaction of Negative Energy that will eventually destroy the planet he's on, then spread and keep destroying planets throughout the universe.
