The Chinese translation for the Piccolo scene regarding Goku at SSJ vs #19 is that "it seems like he is at full effort/full power (dual meaning)" rather than simply "he is using his full (absolute/potential) power" so it could be simply that conceptually it's not carrying over into English.

Which means that Goku wanting Piccolo to show up and help (wasting a wish on him too) would be fruitful. In other words, Piccolo would be strong enough to battle foes stronger than Vegeta.
