I've seen the Japanese YYH Blu-rays and they are simply stunning. Here's the thing about upscales: Most of everything put out by Funimation so far has been an upscale so there's reason to be iffy. Not to mention that Japanese studios fear the concept of reverse importation. As far as I know YYH has never been "remastered" in the US from the days of the singles so there's some evidence for the purchase of HD masters. Regardless, why not hop on Twitter and ask Funimation directly?

But like I said there are other factors at play as well. Mainly like how stingy Toei was being with the Dragon Box masters. It could be a possibility that Pierrot would have the same sentiment. Now, that being said, what would stop Funi from from making a quick buck off an upscale rather than getting the HD masters from Pierrot which are probably quite pricey.
