Why didn't Namu raise his hands for the Genki Dama until...?

Why didn't Namu raise his hands for the Genki Dama until...?

In episode 285 of DBZ, why didn't Namu raise his hands for the Genki Dama until Mr. Satan asked everybody to do so? Why didn't he do so after Son Goku asked? Wasn't Namu a friend of Goku? Did he get Alzheimer's? Did he hit his head? Wasn't he supposed to be a wise honorable person? Is it because he couldn't recognize Goku's voice? Also, why didn't Fortune-teller Baba's fighters raise THEIR hands? Bora, Oopa, No. 8, Snow, Lunch, and even No. 17 raised their hands. Is this a mistake/plot hole? Was this is in the manga?

Neither Nam or Baba's fighters appear raising their hands in the manga.
But there's a panel with random Indian-like people that could be from Nam's village. This is just speculation, of course.

I do wonder why the anime people did it that way. Maybe they drew those scenes planning on them appearing after Goku's appeal, but for timing issues or whatever they couldn't fit them in until after Satan's speech.
