Why does Tien always get nerfed?

Let's not forget that Tenshinhan had all his moves in DBZ Attack of the Saiyans. He even used Mafuba.
The story mode was creative and interesting.

From playing the first Budokai. . .I quickly noticed how everyone else was Tienshinhan but he himself wasnt???

I was always grateful that Yamucha got his attacks.

Poor Tienshinhan. . . his copying abilities could do him so much justice. . .although it would seem everyone else doesn't need that technique seeing as they are just copying him anyway >__>

Anyway. . . .I think even Chaozu got more of his own attacks than Tienshinhan did. . .aye. . .

I don't know what "everyone else was Tenshinhan but he himself wasn't" means, but like Herms said, Tenshinhan doesn't have a copy technique.
