He made his master use his hand and manages to keep up with his speed, but he's still outmatched. Even Kuririn admits that, "in terms of actual ability, [Jackie Chun] is overwhelmingly superior" and that he'll "obviously lose if [he] fights him head-to-head". He's slightly stronger than Gyuumao because Kame-sennin was constantly surprised by both Gokuu and Kuririn during their training and at the tournament, such as when they moved the enormous rock and their performances against him at the tournament.
Yamcha: 20
Comparing his and Kuririn's performances against Kame-sennin, Yamcha is effortlessly blown out of bounds by a blast of wind, while Kuririn manages to keep up with his mentor's speed.
Namu: 28
He fights evenly against Gokuu, but Gokuu's still the superior fighter. Gokuu takes Namu's Tenku-Pekeji-Ken head-on and is able to stand back up after the blow. After their match, Namu himself admits that it was a "total loss".

Although she seems to pretty much rely on sex appeal, I'm skeptical as to whether that worked on everyone, so I assume that she must at least have been pretty skilled in the martial arts to pass in the preliminaries. At any rate, Daizenshuu 7 mentions in her section in the Human Racial Dictionary that she's "reasonably skilled at fighting".

After Karin's training, his power has increased greatly, and now he's strong enough to overpower Tao Pai Pai.

White says that he has "real strength" and he survives a shuriken to the head, which makes Gokuu say that he's "quite tough too", but Gokuu runs circles around him.

Strong enough to beat up Kuririn even without his paralysis, but is schooled by Gokuu. He only uses his paralysis against Kuririn because he gets annoyed that, after surprising him with his Zanzouken, he kicked his "beautiful face" hard enough to make him bleed.
Tao Pai Pai: 95
He kills Blue with his tongue alone, tanks Gokuu's Kamehameha and almost kills Gokuu with his Dodonpa. But after Gokuu powers up from his training under Karin, even his Dodonpa and ultimate combo can't defeat him.

Before his battle with Gokuu, he claims that "this won't go [as easily] as it did with the others before me". But it seems like he's talking out of his ass, since he doesn't seem any stronger than General Blue and suggested to Red that they should retreat, like the others, without the DBs, since they'd just seen him decimate the entire army.

Mummy-kun was considered "incredibly fast" and "ferociously good" by Roushi, who said that, "up until now, Gokuu probably wouldn't have have been able to win". Roushi's further surprised when Gokuu takes a full-on, unguarded assault without damage, then defeats Mummy-kun with a single blow. Akkuman was a master who'd won the Tenkaichi Budoukai in the past, but Gokuu had powered up so much that he made him seem like nothing special to Kuririn, and he knocks him out with one hit.

Although neither had Tenshinhan, judging by the fact that he mentions that Kame-sennin's not dead because he would be disqualified, but he planned to kill Gokuu in their match.

He's weaker than his younger brother Tao Pai Pai because, while he was retired, Tao Pai Pai had been an assassin for 20 years, so he was still "active". Tenshinhan said that Kame-sennin was stronger than Tsuru-sennin, making it seem like a big deal, and didn't say that Kuririn or Yamcha was stronger than Tsuru-sennin, after he'd seen the former fight Chaozu and fought the latter himself. So neither Kuririn nor Yamcha are stronger than Tsuru-sennin.

Drum overwhelms Tenshinhan and is a little stronger than old man Piccolo, since he was spawned from a younger and much more powerful Piccolo, but is killed in one kick by Gokuu.

With his weights, he was even with Tenshinhan, but he wasn't breathing hard while Tenshinhan was. He had more stamina than Tenshinhan, but Tenshinhan had the advantage in speed. But when Gokuu removes his weights, he takes Tenshinhan's belt without him even noticing, and later fights Piccolo on even ground, having a slight advantage (since, five years later, when they'd both been training hard, Gokuu had a BP of 416, while Piccolo had a BP of 408).

Kame-sennin called Chi-Chi a master, and that her style resembled his own Kame-sen School. However, Chi-Chi didn't think that Gokuu could defeat her and that he'd get this strong, suggesting that she's at least stronger than Gokuu at the beginning of the series, having been trained by Gyuumao. Also, Gokuu blew Chi-Chi out of bounds with a shockwave harder than he meant to, smashing her against the tournament wall and she got up with barely a hair out of place, while Gokuu KO'd King Chapa with one light karate chop to the neck, which seems to me that Chi-Chi's stronger than King Chapa. But she's still far outmatched by everyone at the tournament, since she couldn't see Gokuu and Tenshinhan's movements during their battle, while Kuririn and Yamcha could.
Tao Pai Pai: 182
Tsuru-sennin said that now Tao Pai Pai had become a cyborg, he'd "obtained strength even more unimaginable than before", but everyone (except Gokuu) are shocked at Tenshinhan's easy defeat of Tao Pai Pai. After the match, Yamcha said, "Boy, I give up", and Kuririn said that "maybe he's a little too strong".

When Piccolo had charged up his Makankousappou, he seemed to be more surprised at the fact that he'd gathered all of his battle power in his fingertips, rather than the level itself, and only realized how dangerous it was when it drilled through his armour, remarking that it would've killed him if it hit. And Vegeta called Raditz pitiful to be killed by "guys with battle powers slightly over 1,000 at most", and they know about the Makankousappou's BP, since they overheard the entire battle, in which Raditz shouted out Piccolo's BP of 1,330, so they probably knew Raditz's BP too (they at least knew he rivaled the Saibaimen). I percieve this to mean that Raditz was actually stronger than 1,330, and that the reason the Makankousappou could've killed Raditz, had he not dodged the attack, was because it drilled through the opponent rather than overwhelming them like a blast such as the Kamehameha. However, it still had an incredibly high battle power, so Piccolo probably needed to gather up enough power to make the attack strong enough to drill through Raditz, and a drilling attack with a BP of 1,330 was enough to kill a warrior with a BP of 1,500.

As we know, each level of the Kaiouken multiplies the user's battle power by the number given. The Kaiouken x3 damaged Gokuu, as his body couldn't handle it, which is why his Kamehameha was equal to Vegeta's Galick Gun, which is 18,000 (like his BP) because he was unable to control his battle power until Namek. Using the Kaiouken x4 to overpower Vegeta's Galick Gun with his Kamehameha leaves him wrecked.

But Gokuu said that even a Kaiouken x5 would have no effect on him, so Vegeta's BP must at least be greater than 40,060.

He has the same power as when he fights Recoom, as there's no reason for him to not fight Zarbon at full power.

Vegeta at 30,000 was no match for Recoom, and Ginyuu estimated Gokuu at about 60,000, knowing that he defeated Recoom and Butta, so I would assume that Recoom, Butta and Jheese are between 30,000 and 60,000. Gurd relies on his psychic powers and was regarded as "nothing special" by Kuririn, so he's helluva weak compared to the others.

So, judging by Nail's statement, Piccolo must be over 42,000. After merging with Nail and fighting Freeza, Kuririn says that he's "fighting evenly with Freeza", but Vegeta says that "No…no…He’s more than [even]…".

After an enraged Gohan attacks Freeza, he remarks that he was "no ordinary squirt", and "that even hurt [him] a little bit. So enraged Gohan should be close to Freeza's power. After his Zenkai, Vegeta notes that, "after reviving, his battle power has greately risen", and that "luck is turning their way just a little bit". Gohan's full-power Bakurikimaha gives Freeza considerable trouble and almost pushes him to the ground, but he bounces it back. Gohan's attack scared Freeza enough to transform into his true form, because Gohan and Vegeta were getting steadily stronger. So Gohan's Bakurikimaha must be close to Freeza.

All this suggests that Vegeta is pretty close to Freeza's power. After his Zenkai, he can track Freeza's movements, and is confident that he can defeat Freeza, but after Freeza gets just a little serious and raises his speed, Vegeta gives up and is tortured before being killed in a final blast.

First-form Freeza's stated battle power was 530,000, so it must be just a little bit stronger than Vegeta's before his Zenkai during the battle with Freeza.
