What kei17 is saying is that this topic isn't DragonBall Kai related, and therefore shouldn't be in the this section. It would be more suited for the General Franchise Discussion forum. While that's not really in the rules, it's more of a courtesy thing. To change your avatar you'll have to edit your profile in the User Control Panel and upload one, but be sure to read the rules about avatars (Rule #9).
