I see. It does look a bit big. It looks like the way they telecined the frame, they got part of the next frame in there in each shot? It seems it's a byproduct of them trying to show as much picture as possible it seems; In a lot of episodes on the Dragon Box, you can see the rounded corners of the film-frame from where they scanned it into the computer. Usually the bottom right.
For the Blu-Rays, Funimation used a content aware sort of fill or what have you to fix this issue.
