You're right, I forgot about the part where Broli falls into the lava and Gohan thinks it's over.
Was it really important Gohan be Super Saiyan 1 just like Goku and Goten? I guess so. I was thinking "I'd prefer they [the animators] spoil SSJ2 Goku, and have both Goku and Gohan as Super Saiyan 2" but then I remembered SSJ2 Goku would probably beat Broli in about 3 seconds flat.
Oh, the irony. One of the few times Goku could actually plausibly beat the Big Bad with his Toei Punch, he doesn't. Maybe this is to compensate for movies 8 and 13?
At least we have a satisfactory answer for the SSJ1/SSJ2 debate in movie 10: He was in both forms over the course of the movie.

In-universe: after Broli's beat-up, he'd lost so much energy that he couldn't power up to SS2.
And Gokuu could've been SS2, but it doesn't really matter because either way, the triple Father-Son Kamehameha was supposed to finish off Broli, and even that may've been more than enough. SS2 could've just been part of the icing on the cake.

I'm pretty sure Gohan was just ssj since the manga had no sparks, and in that case Dabura is definately weaker than Perfect Cell because ssj Teen Gohan even had trouble with Perfect Cell and if Gohan got weaker over those 7 years and Dabura=Perfect Cell than Gohan would not be able to keep up with him like he did
