No, that's just an example of good filler. Picture a comic where two kids need to take a bus in fifteen minutes. The next panel would then show them on the bus. The show, in comparison, would have them wait out the fifteen minutes. Say they have an argument or laugh about something; they're using filler while adding to the story. Another option would be to show them sit on the bench waiting for the bus quietly for fifteen minutes. Both cases are filler, but which would you rather watch? The interesting filler, of course.
