I had no idea Pilaf was filler...

If you're referring to when Pilaf first showed up, then as I stated in my original post, they first appeared in 7th Chapter of Volume 2 (or also known as Chapter 18 of the overall manga).

According to Chapter 51's title page, the Dragon Ball anime started around there.

No, that's just an example of good filler. If all the filler was pointless, people would stop watching, so you try to make filler interesting somehow.

Picture a comic where two kids need to take a bus in fifteen minutes. The next panel would then show them on the bus. The show, in comparison, would have them wait out the fifteen minutes. Say they have an argument or laugh about something; they're using filler while adding to the story. Another option would be to show them sit on the bench waiting for the bus quietly for fifteen minutes. Both cases are filler, but which would you rather watch? The interesting filler, of course.
