the saturn got a pal version, psx doesnt.

My bad guys! I guess I should've admitted that I had to do the swap with an action replay to play the imported game on my US PS1 console back in the day. That might explain the music not being heard.

While listening to PS1 and Saturn's soundtracks of this game I noticed the Saturn version has a much better soundtrack than the PS1, and even has "We Gotta Power (Instrumental)", narration audio tracks, the music overall is better than PS1's version.

I ripped the audio tracks from my Saturn game disc a long time ago. It sucks that all the BGM tracks couldn't be extracted. That instrumental version of 'We Gotta Power' is very nice, though.

For what it's worth I played the Playstation version and loved it. Although certain moves being missing did annoy me a bit. (Not as much as Raditz not being in though, but then again that's just me)
