We saw in the 23rd Tenkaichi Budokai and Dragonball Z Movie 5 that Piccolo was able to change size at will and stretch his arms to reach far off opponents.
Why didn't piccolo use those techniques against the Saiyans, Frieza, Cell or even Buu? Did he forget about them or did he lose those abillities for some reason? I mean, if he would use those techniques, wouldn't he have a far better chance against them or does the growing at will technique not give him any more power?

He extends his arms against Tullece in DBZ Movie #3, and I think the last time we see him do it is against Salza in DBZ Movie #5.
