Piccolo's growth and stretch techniques

Piccolo's growth and stretch techniques

We saw in the 23rd Tenkaichi Budokai and Dragonball Z Movie 5 that Piccolo was able to change size at will and stretch his arms to reach far off opponents.

Why didn't piccolo use those techniques against the Saiyans, Frieza, Cell or even Buu? Did he forget about them or did he lose those abillities for some reason? I mean, if he would use those techniques, wouldn't he have a far better chance against them or does the growing at will technique not give him any more power?

As seen in the fight with Goku, his growing move sucks.

Extending arms isn't that good either.

He grew bigger in Garlic Jr. arc too.

He extends his arms against Tullece in DBZ Movie #3, and I think the last time we see him do it is against Salza in DBZ Movie #5.

The last time he did it was in Plan to Eradicate the Saiyans Part 1, actually.
