Your new account never gets activated because you already have an account on the forums. There are too many issues with allowing a single user to have multiple accounts, and we're not about to delete someone's account, along with all of their posts, just so they can create a new one. You can request a user name change if you'd like, but it will most likely not be approved unless there's significant warrant to do so (i.e. you have a more notable user name in other communities).
