Looks like Cell merged with the boss from Inside The Deku Tree, from Ocarina of Time lol.

Friend of mine just translated the Korean text the bottom of the image. (I also have her working on the muddied info from Herms' DBO timeline since she was willing to help. She's a godsend.)
Korean caption at the bottom says, "Do you REMEMBER me? Cell’s descendants! Captain Bacterian’s true aims/goals are (being?) revealed.”

Nice, I'm glad we have someone giving direct translations! Captain Bacterian(cool that his name is confirmed) goals having to do with these Cell creatures is...interesting..

But, uh....yeah....weird design. Not sure If I like it or not, kinda defeats the whole purpose of Perfect Cell, which was a human base with bug inspired features. Now he looks like a freaky ass crab spider....thing.

I always thought it was a tremendous lack of originality to create new characters that just change the skin color O.o WTF!!! I much prefer that Toriyama has bothered to create new species of Saibaimen, more variety.

I agree about the saiba palm trees being ok. It seems like something toriyama would design. I imagine the saibamen homeplanet would be filled with critters of the sort.

But woah that cell. I definitily don't want it to be him in person. I'd prefer it to be weird mutated offspring of his which is bound to evolve too anyway.

I agree with you for the most part. If all the enemies were just recolors, the game would be boring. But for something like a Saibaiman, that was created as a bio-weapon with limited intelligence and power, I don't see the point in expanding the species absurdly when the colors would be enough. Some of various new the designs for them are fun to look at, but they come off as ridiculous for an enemy all too capable of kicking ass. It's like the Legacy of Goku and the stupid squirrels all over again.

This character can be Dende. He appears in the new Polunga Rocks zone, where the Evil Namekians live. His kanji simbol is similar to the Kami Sama symbol.

Maybe because there was a great variety of them from the beginning, and the Time Breakers may have spread throughout the Earth. Or maybe the Freeza Army planted some and they procreated and evolved. The author has the right to develop whatever they want for the races that he has created.

And Majin Boo is a ridiculous character, but also very dangerous and powerful. In Dragon Ball the appearance has nothing to do with strength.

According to fullpowerdbz.com, Captain Bacterian is the name of Cell's descendant (bacteria are cells).

I know the author/developer has the right to do whatever they want to do, but that doesn't make every decision they make the right one for the story/game; though we do have to deal with it regardless. Speculation is pointless. Unless they give an explanation (and they may have, but none of us would know it), the various species of Saibaimen will continue to be stupid to me....probably even afterward.

Two very different things. Buu doesn't have that ridiculous of a design, he just does ridiculous things. The game and Saibaimen defy logic; the Saibai-trees for example, while looking cool, shouldn't even be able to attack the player outside of maybe an energy blast. Their arms don't reach the player and their legs are needed for support; yet they are the strongest Saibaimen to date... all the player would have to do is float above their tree or manage to stay behind them while they turn around and the thing would be helpless. But, game logic... -_-

Boo is very ridiculous (a pink bug with a tail on the head O.o), and Fat Buu is much more ridiculous. Freeza last form is also ridiculous (an alien white, skinny and with lipstick). And as such there are many more characters, especially at the beginning of the story.
Yeah,...judging from the translation off their site, it doesn't sound like they know what they are talking about. Unless Cell pulls a Sephiroth and takes over Captain Bacterian's body or something, nothing currently implies they are the same character.
I think the same, they are wrong on that page.

Yeah...no. We have opinions that vary greatly on what is ridiculous and what isn't. While they have some oddities to them, there are other characters in different series that share fairly similar designs and traits to both Buu and Freeza; with one simply being a tweaking of a rather typical depiction of a genie with an antenna slapped on his head, and the other being similar to a more humanoid lizard-man with "jewels". As I said, some slightly odd traits, but by no means a ridiculous design.

And how the hell does Buu look like a bug? That's Cell's theme...
