Maybe. I remember watching James Rolfe's Top 5 worst Halloween costumes idea and he talked about dressing up being the most obscure Star Wars character that only the hardcore fans would know about. I should do the same and dress up as the Antique Shop Owner from the Red Ribbon Army Saga

I looked up that rule >_< My goodness. It sounds like a cool idea though. Ironically based on what I've seen girls end up cosplaying DragonBall characters, male of female better than guys. I always wanted to cosplay as a character from DBZ, but I tend to rather go for other anime characters.
If I could, I would definitely go for ChiChi or Videl... ChiChi would be way cooler though! I would also try Great Saiyaman, but the helmet looks like a pain to make.
I've also thought about giving Teen Goten a try... Or perhaps a genderbent Goten, haha.
As for DBZ cosplayers in New Zealand. There isn't many. A few years back there was a group of people attempting to start a *DBZ Cosplay* group over here, but it failed pretty quickly. Other than that, at our only cons, if you do see someone DBZ related, it'll be a person dressed up in the orange gi/dogi (is that how you spell it?).
Others I've seen is Saiyan Women (Girls dressed in saiyan armor) and Master Roshi.
We have this thing called "kamehameha contest" in which people (who mostly cosplay) all get up on stage and do the kamehameha... And normally in the finals, they have to fight with each other. Last year we had a Master Roshi and a guy dressed in orange "gi" in the semi-finals.

There's a great cosplayer that used to frequent these forums by the username QuantumDestiny. She has one of the best, if not the best, Dragonball cosplays I have ever seen. I got to meet her personally at a con while she was cosplaying Gohan. The entire outfit was spot on. The hair, the colors, the armbands, the muscle suit. My favorite part of this particular cosplay are the shoes and the white "socks?" She's a pro!

I don’t think I’d ever have the heart, creative skills, or even the money to cosplay as a Dragon Ball character and go to a convention. Not to mention that, currently, I’m both too socially awkward and not hardcore enough for even the nerds. Seriously, there’s a guy in my school who I have a lot in common with. We’re both budding writers, we both share three of the same A-Level classes, we both like Dragon Ball and video games, we both watch hentai, we both like Japan and its culture, and he’s close friends with my friend…yet we barely even talk to each other. I'm not really too involved in any fandoms other than this one, and I haven't played a video game in months (my Xbox 360, which my mother bought for my 16th birthday, just sits in my living room practically collecting dust with only about four games, one of which came with the console and one other was given to me free by a friend).
Also, there aren’t too many black characters in DB anyway, are there? The only people I could really cosplay as and be 99% faithful to would be Piccolo (basically the black guy of Dragon Ball, especially since some people think Chris Sabat’s deep vocals give him that effect), Oob (although he looks more Asian — as in, Indian, around that area — than black), and Killa (that obscure 25th Tenkaichi Budoukai participant who’s pretty much indistinguishable from just a normal martial arts guy).

Well, there is Assistant Black, but he's sort of bland.
If I ever did cosplay, I would want to go as Gohan but it's hard to find a good costume as almost every thing he wears is derived from either Gokuu, Piccolo or Saiyan gear. My best chance would be Saiyaman or his blue training gi.

Never.
Though, by nature I have spiked hair and when it grows too much it has to be cut off, though it looks really cool.
I have a Karate uniform (with the white belt) but it wouldn't really be very DB-ish, more Street Fighter, as I see.
