I thought DB was going to be Toei's March animated movie in lieu of their usual Precure March movie; looks like (according to Crunchyroll )they're doing both franchises. (With the latter due in theaters March 16th). Hoping that animators aren't being stretched thin or hoping that Toei's big enough to handle working on two for the same month. It's either gotta be different groups of animators, or one of the two must be mostly finished animation-wise by now.
I just don't want Toei to overwork their animators and have that affect the quality of the animation for DB13.

If anything's going to affect the quality, besides creative reasons, it's going to be the budget. And so far it seems that won't be a problem.

If there's a shortage of hands Toei would likely just bring in freelancers or sub-contract to other studios. My main concern is more so with the big 'sakuga' animators being busy working on other titles, though. If a PreCure film is slated for the same month then that might rule out Tanaka Hironori.

Does anyone know how big of a budget DB13 has? I know they received that donation/grant from the Japanese government a while back.
Also, anyone know what the budget for either Strong World or One Piece Z is? I'm curious about how it compares to DB13's, but I'm not deep enough into OP's fandom to know stuff like that.

We don't know the budgets. The average TV episode is $100,000-300,000 for twenty minutes. We'll be lucky to get $300-500,000 for every twenty minutes for this film. I'd say, for a ninety minute movie, we could look at $1,350,000-2,250,000...maybe more.

A ninety minute film is not going to cost only half a million dollars, not when your average twenty minute episode costs $100,000-300,0000.
That said, a single anime episode costs about US$100,000-300,000 per episode, according to various producers we've talked to. That might seem like a lot, but in reality it's pretty cheap, about on par with an American deep-cable TV show. (An American prime-time TV show can cost well into the millions.) But multiplied across 13 episodes, that nonetheless turns into a total budget of US$2-4 million.

I'm not that knowledgeable when it comes to animators and the animation process, but even I have heard of this name and I enjoyed watching video's on youtube with complilations of his animated scenes from various anime he worked on. Granted, there are other good animators ou there too that I would love to see working on this, like Hiroyuki Yamashita. (Edit: though he seems to do mostly just Naruto....)

Pretty sure Movie 17 ran for around 80 minutes, while DBZ Movie 8 (Movie 11) ran for 70. Depends on the plot of the film. I don't really have a problem with the "below an hour" films as they don't really need anymore time to tell and show the story at hand. With movies like 13, they benefit from the extra time as they used it for the Tapion/Trunks bonding scenes. So, the new film should only be longer has to be, not just for the sake of run time.

One Piece has another Saturday night TV special coming December 15 at 9PM, the same timeslot that aired Episode of Nami back in August. That'll probably do a number on production of this film if Tate and Shida are busy working on it. Luckily neither worked on the August special, but it will still mean as least two or three good animators from Toei's usual pool will be busy.

I wish I knew how far in advance the movie itself was completed prior to the initial announcement (or if it even was completed prior to that) ; that would help flesh out the odds as to who was able to work on it.
I thought the super-long wait had dampened my excitement, but now that we're in November, and I have a definite week of sorts for when updates will supposedly occur, I'm getting all anxious again. *_*
Also, I'm thankful that V Jump happened to have possibly-Toyble's manga in it because that gives me better reference dates than V Jump's website as to when to expect the news. V Jump's site lists the release date as the 21st, but the news (at least on these forums) broke for chapters 1 and 2 on the 24th of their respective months. Though, plot news is pretty big news, so I guess it could conceivably be earlier than that. How badly I want to find out what it's about! It's like a puzzle where all they give you are the pieces for the borders and you're left with a frame and no actual picture to speak of. Or if someone cut the crusts off a sandwich and gave you the crusts first then tells you "You can have the meats and cheeses four months from now."
*Sighs*.
Even though it's possible I may be disappointed, having the actual knowledge of what the story line is would be a relief.
