We don't actually know that for sure. Toriyama's explanation in the SEG: Character Volume is vague and only says that bad Shinjin (Core People) go to be with the Makaio and Makaioshin.
On a side note, I keep seeing people use "Shinians" to refer to the race of the Kaio/shins, and if people are going to debate Mystic vs Ultimate Gohan, then I might as well put my foot down on this. I understand the reasoning behind "Shinian", but it's mistaken. You really have to either fully translate the word, or leave it fully untranslated; doing it halfway does work (much like "Kaio", fittingly enough).
Though they may look superficially similiar, "Shinjin" is different from "Saiya-jin" or "Namekku-seijin"; it's not a proper race or place name modified by "person". Instead, it's a regular noun modified by "person", so it's more in the vein of words like "Majin" (magical/demonic person). Hopefully you can appreciate how pointless it would be to translate Majin as "Maian"; it's like translating "kyojin" (giant") as "kyoian", or "gaijin" (foreigner) as "gaian". The same goes for translating Shinjin as "Shinian".
Saiya-jin means "People of Saiya", and so "Saiyans" accurately conveys that idea in English; Namekku-seijin means "People of Planet Namek", and so "Namekians" likewise does the job there. But Shinjin means "Core People", and "Shinian" does not convey this in English.
