So, basically, if he was aiming at any planet that was further away than, say, 6 hours, the kamehameha would end up being a massive spiral just so that he could hit it?

well... Check this out, Vegeta in the Saiyan arc is basically considered an Earth buster. He says he can do it, and Goku takes his threat seriously.
Vegeta's battle power is a confirmed 18,000.
That means at a battle power of 18,000 he should be able to create a blast that has a 12,756 kilometer diameter...which would engulf the Earth. 12,756 kilometers is the Earth's diameter.
The solar system's diameter is a bit bigger, lol...it's 26,927,616,600 kilometers. *
But check this out, 18,000/12,756 = 1.41
So someone who wants to bust the Solar system should have a battle power of at least 1.41x 26,927,616,600.
26,927,616,600 x 1.41 = 37,967,939,406..we will just round off to 38,000,000,000 or 38 billion.
I dont think its too outlandish to claim Super Perfect Cell's power level is that or higher. BTW not my calcs.

Personally, I DO think it's a little much to have Cell at 38 Billion, considering that even SSJ Goku and 100% Frieza were only at 150 and 120 Million respectively.

I dont see how its hard to believe. Z characters have always gotten explosively stronger in little time. I honestly don't think Cell was much over 1.5 billion. Super Buu might be well over 38 billion though.

Only problem is, Vegeta's claim was vague. Does he mean that he's going to blow the planet to smithereens? Is he just going to create a blast so devastating that it will scorch the planet's surface? And even if we were to accurately decipher exactly what his claim was supposed to entail, there's no evidence one way or the other if he was simply boasting, making overzealous claims in a rage-filled flurry, or just actually accurately telling the truth (and given Veget'a track record, he tends to do nothing but make claims that he fails to actually live up to. That's almost his defining characteristic).
So considering Saiyan arc Vegeta to be a "planet buster" requires a lot of arbitrary assumptions. That makes it fairly weak evidence in regards to anything. Especially in regards to Cell's supposed status as a "solar system buster", which hinges on a statement that is just as vague as the statement that supposedly cements Saiyan arc Vegeta as a "planet buster".

Basically, they don't work. For starters, using the diameter of what you're trying to destroy to work out the amount of energy you'd need isn't the right way to go about it. You don't need an explosion to engulf a planet to blow it up. But even if we ignore that, whoever came up with the calculations didn't take the cube square law into account: when you double the size of a three dimensional object, you multiply the volume by eight.
Now, I think he may be overestimating the size of our solar system, but if we went by his numbers, you'd need 9.40698 * 10^18 times the amount of energy to engulf the solar system with an attack of the same power per cubic meter as one that would engulf the Earth. That would require a battle power of around 169,325,640,000,000,000,000,000.

The solar system is a sphere roughly eleven trillion miles (~18 trillion km, or about 2 lightyears) across.

It's MUCH easier to just interpret Cell's comment as meaning something like, "I could vaporize a hundred Earths combined" and leave it at that.

Frieza can destroy 100 earths... Seriously if Vegeta can eliminate 1 earth, Frieza can eliminate 6,666.6 Earths. It also seems unlikely that Toriyama would make Cell bluff. I don't recall any 1 time where a character in the series bluffs about what he can destory. You clearly don't grasp the concept of a bluff. Bluffs are devices to fool your opponent in order for you to gain an upper-hand from a disadvantageous position. Such as going into a card game and have two cards, one with 2 on and one with a 3. Naturally you'll try and bluff your way into a better position like making out you have the best hand for the situation. What you are probably meaning to say is Cell is exaggerating. Cell would have no reason to bluff when he is clearly in the seat of winning. When he said it Gohan had already lost half of his strength and no one else could have taken on Cell. To be honest Cell may be ego-centric but I see no reason why he would exaggerate such an accusation unless there was a slight bit of truth in what he was saying, for him to exaggerate so much it would mean he should at least be able to destroy a quarter of the solar system to probably a half of it. Of course with the relative positioning of the planets (considering their planetary rotations are near that of the Earth's) it isn't unreasonable that he could destroy most of the solar system even if he was exaggerating. But I tend to agree, he probably isn't exaggerating when he says he could destroy the Solar System. We should really look at this and ignore the scientific practicalities of his statement. We have no idea, scientifically, how ki effects the universe or its destructive power. It could be as great as Cell makes out in his statement. We know that physically a person like Master Roshi could not destroy the moon. But with ki that is an entirely different kettle of fish.

I don't have a problem with Vegeta destroying the Earth. It seems fine to me since the Moon was destroyed by Muten Roshi with 139, and again by Piccolo at 329. The Sun (which accounts for 99.86% of the mass of the Solar System) has 330,000 times the Earth's mass. Based on the power necessary to destroy the Moon, Cell should be able to destroy the Sun with a battle power of at least 3,715,470,000, roughly 30 times stronger than Freeza.
Whenever an explosion strong enough to vaporize the sun would also vaporize the rest of the planets of the Solar System, I am not so sure. But if the sun was to disappear, the planets would turn in iceballs moving in random directions like comets, anyway.
