That's what I think too.
In the trailer, there is Whis asking Birus "could you destroy the Earth, please?" or something like that, in a manner that seems to mean "that would be handy if you did that for me so that I can do what I have to do".
And there's that shot of Birus saying "Before creation comes destruction" if I'm not mistaken, implying that need to destroy the Earth - or the Galaxy according to Picoclo - to create something new instead.
Which makes me wonder exactly what it is Uisu wants to replace it with badly enough to concoct a plot to destroy it.

EDIT: My translating is really rough/messy. Eventually I will get better at it, but this is what I have atm.
First two sentences of black text under #5; "Get a first look. Birusu's interval(time?) violation absence Z." Maybe that's the "violating common sense of Z" line? I think that last sentence is about the balance thing that's been mentioned as well.
Videl just doesn't look or feel like Videl at all to me in that pic.

It says that Videl has an important role in the movie and one of the two things she worked on in Japan has not been officially announced yet, which must be the Buu arc of Kai.

Up at the top to the left of the big image of Bilus fighting Goku, it says "God of Destruction Bilus" in big letters, and next to that it notes that out of all the many gods in the universe, Bilus is the most feared. Earth's fate depends on his mood.

That's something I always felt was missed out on at the end of Z; I wanted to see it so much for the shenanigans that would inevitably arise thanks to Mr. Satan, Buu, Goku, and Chi-Chi.
Mystery 1 asks what that thing fighting Goku is. Turns out it's Bilus, the god of destruction.
Mystery 2 asks when the movie is set. It says several years after the battle with Boo, and apparently several years before the end of Z.
Mystery 3 asks why everyone is holding those glasses for making toasts. Is there some sort of party?
Mystery 4 is, as already noted, about how Bilus is like totally the strongest guy evar.
Mystery 5 is, also as noted before, about Whis and how he hangs out with Bilus and might be a god too.
Wait is that quote saying Bils is the strongest being in the history of Z? Is that official? If so then that puts him above Vegetto. Then Goku would have to fuse. Unless I am misunderstanding something. Then Goku can't possibly win.
Why Dragon Ball Consistency in something such as power levels matter!

It was printed in a Shueisha publication. Shueisha owns the rights to the series. It was not, for example, randomly written by Joe Fanguy in his fanzine about DBZ.
There's no other way to answer that. We keep coming back around to "WHAT IS A CANNON?!?!" and the conversation goes in circles.

Last I checked it was an official statement that said he was far above the likes of Frieza, Cell, and Buu. I highly highly highly doubt this Bils guy is above Vegetto. If Vegetto is supposed to be Goku x Vegeta then no one is surpassing Vegetto within there lifetime.

Is it sad that the latest news that has me the most excited is how likely it's starting to look that Gohan and Videl's wedding may indeed be a thing in this movie? Between Minaguchi's comment about Videl having a big part to play in this, to all the 'party' stuff that keeps popping up...not to mention this would be something awesome to see covered that Toriyama himself would probably never do, but the new screenwriter would possibly see as fertile ground to work with...
Please, please, PLEASE have that in the movie, Toei. I need this in my life now.
Also, I love the other side of the flyer, all of the past story images in the letters for 'Dragon Ball'. It looks great.

Engagement party or the rehearsal is most likely, I'd say. The end of the film may end with the actual wedding though.
