I didn't really like how Brolli became a silent villain in Movie 10; in Movie 8 he had dialogue and could actually express himself the few times he felt like it. I'm more open to Movie 8's version of Brolli because of that.
My main concern with Broly is that he was overused, but
badly overused.
Like you, I like the movie 8 version more, he was an interesting concept, that of the invincible, complete psychopath. Kinda like an equivalent to Carnage from
Spider-Man, which was new for
Dragon Ball. It was good for one movie, it wouldn't have worked to use him the same way again (they shouldn't have used him again
at all).
In movie 8, he transformed into his most powerful form right away, KO-ed all characters in a few minutes being undamaged, then KO-ed them again in a few minutes - not knowing what it's like to respect the opponent and hold back, as mentionned by Goku who has never faced such a straightforward psycho before -, to finally be destroyed only thanks to the equivalent of a fivesome-fusion blow (probably more than it would have taken, cause I don't see him as being as powerful as many people think).
But in movie 10, the very concept of the character was ruined. Instead of being that unstoppable force that comes at you to kill you in one hit just because it's fun to hurt, torture, mutilate and destroy... he's now like a nice dude taking time to play with the kids with a lower form and unagressive behavior, getting peeed on, acting mostly like an empty robot/zombie (still knows how to say "Kakarotto" though, perhaps the only word he remembers), etc... He lost all his assets and charm, becoming a flat, boring villain.
Reusing him was a bad idea. But reusing him and destroying the things that made him somewhat interesting in the first place was definately a terrible move.
So I'm glad they changed their minds if they really intended on Broly being in a fourth film (even though I think that line at the end is some sort of joke - or hope for his fans -, like he's always going to come back again and again in many forms and places for many reasons.
