First, some translation notes. For the two new movie characters, I'm going with the spellings "Bilus" and "Whis" because...I like them. We still don't know what their names are based on, so it's more or less anything goes until then. Bilus' title is Hakaishin, "Destruction-God" or "God of Destruction". Up to now when translating stuff or otherwise talking about the character, I've typically translated it out into English, but this New World section seems to establish "Hakaishin" as a title similar to (and opposite from) Kaioshin. And since I'm far too lazy to start writing "God of the World-Kings" instead of "Kaioshin", I've left "Hakaishin" untranslated here too, so that the two titles will match. Or something.
Speaking of Kaioshin, Japanese lacks a true plural form as well as articles, so it can sometimes be obscure whether a reference to Kaioushin is supposed to mean simply the bumbling East Kaioshin we're most familiar with, or more generally "a Kaioshin" or "the Kaioshins". The same problem applies when "Kaio" is mentioned. Fortunately the New World section frequently says Kaioushin-tachi, which in this case basically serves as a plural form (though not quite...the whole matter is annoyingly complex). So when there's no tachi I've kept "Kaioshin" singular. "Hakaishin" never has tachi attached to it, so I've kept it singular in all cases. Though the explanation in this section seems to imply that Bilus is not the only Hakaishin, there's still nothing explicitly saying so.
There's a whole sub-section on Bilus' nouryoku, a term usually translated as "ability". You can also translate it as "power", but it's a little distinct from the idea of brute strength. See for instance the scene where Elder Kaioshin brags that an evil villain was so scared of him that he sealed him away. But Goku doesn't think Elder Kaioshin looks so tough and tests him out by blasting him, which knocks him off his feet and confirms that he isn't that strong by Goku's standards. Elder Kaioshin then angrily explains that it wasn't his power (chikara) that the villain feared, by his ability (nouryoku). See also One Piece, where a character's ability (typically the ones they get from Devil Fruit) are a bit distinct from their overall strength; Yu Yu Hakusho and Hunter x Hunter have similar setups. All that said, I've translated nouryoku as "powers" here because "The Menacing Abilities of the Hakaishin" somehow just didn't sound right. This probably didn't require such a long explanation, but whatever. Let's get this started.

The universe continues to expand beyond human comprehension
Goku and the gang live on Earth, which is called "Planet 4032-877", part of the Seventh Universe. From their neutral standpoint, the Kaios and Kaioshins continue to watch over the various events on Earth, such as the menace of Freeza, Cell, and Majin Boo, as well as Goku and co.'s exploits.

From the Heavenly Realm in the upper half of the gigantic sphere, the Kaioshins oversee the "Living World" that spreads out underneath. [This is actually a bit wrong, based on what we're told elsewhere, including the very diagram this caption goes with, as shown above. The actual setup is supposed to be that the Kaios live in the Heavenly Realm (aka Afterlife) in the upper half of the sphere and oversee the Living World beneath, while the Kaioshins live outside the sphere and oversee everything in it, from their own mini-sphere called the Kaioshin Realm.]
The world is reborn as destruction and creation repeat over and over
A Kaioshin holds the power of "creation", which provides the catalyst for planets and life-forms to be born. Opposite that power is the power and authority of "destruction", held by the Hakaishin. Planets continue to increase and are destroyed, while new planets are born; this cycle maintains the balance of the universe as a whole.

How Kaios and Kaioshins are born
The Kaios are born as "Core People" from the fruit of the gigantic World Tree on a planet called "Planet World Core". It's said that their lifespan is about 75,000 years, and whenever a Kaio on one of the Kaios' planets dies, the next Kaio is selected from among the Core People. A Kaioshin is only born from rare golden fruit.

In addition to Freeza's destruction of Planet Vegeta, the universe where Earth is located has also seen the destruction of hundreds of planets at the hands of the wizard Bibidi's creation Majin Boo.

Goku has surpassed Super Saiyan, but the overwhelming power of the Hakaishin Bilus is said to outstrip even him. The Hakaishin's strength is in another dimension.
Mode of Life
He continues to slumber for years or even decades on end, then awakens in order to destroy planets. These periods where he is awake are restless days for the Kaioshins, as nobody knows how many planets will fall victim to him.
