Nappa measured Gohan's starting level at 981. Going off the Dragon Ball scouter numbers, it would seem Goku loses, but I find them heavily flawed myself. However, it is a progressive story, and that said Gohan should still take this if he gets a rage boost.

Yep, the latest official thing we have to go by tells us that Kuririn is still the strongest Earthling. So barring any Kikoho/Kienzan usage, he'd still beat Tenshinhan. That is, unless his skills have become downright cripplingly rusty over the years to the point that Ten can make up for the unknown power gap.

Does Tien even qualify as an Earthling? He is a member of the 3-eyed tribe after all. Furthermore Tien trains practically 24/7 and Krillin does not, Krillin even slacks and loses power because of it. Tien most certainly has this in the bag.

Anyway, Gohan would defeat Goku no contest, there's way too much of a gap for Goku to put up any sort of fight. And yeah, Kuririn would beat Tenshinhan..

It's simple logic. Krillin doesn't train very often, Tien does. Naturally he would be the strongest. I would be inclined to say Krillin is stronger if he had trained during the 7 year time frame between the Cell arc and the Buu arc but he didn't. That's not logical at all. Dragon Ball doesn't work that way, as seen where Vegeta trains his ass off only to still be second to Goku. Tien would still surpass him within 7 years. His gains might be small but even small gains can surpass a Krillin that was losing power over those 7 years. Why would he? The gap was huge after Kuririn got his potential unlocked. We don't know anything of Tenshinhan's training in those 7 years but it's more likely than not that he didn't do any kind of special training so I don't see why he'd have to surpass Kuririn. Kuririn still being stronger than Tenshinhan despite not training is totally and easily plausible. All it would mean is Kuririn had a big lead that Ten hasn't managed to close.
Gohan didn't train during those seven years either, but would that alone be enough reason to assume Piccolo or Vegeta surpassed him?

I don't think the gap was that massive. I have Tien at 45,000 to Krillin's 75,000. Tien is still increasing while Krillin is decreasing, he would be if has been slacking. EDIT: Yeah I forgot to take into account that Tien doesn't really train with anyone, this yields no sparring increases in his life thus leaving a rather large gap between him and Krillin for most of the series. Then take into account the 10 day sparring session between Krillin and 18 and you get a rather large increase making up for the slack of not training for 7 years. Yeah Krillin takes this one assuming Tien doesn't get a Kikoho off.

From the Boo saga until the EoZ, it's likely that Goku hasn't surpassed Mystic Gohan, so it's not ridiculous Tien doesn't surpass Krillin, even if Krillin didn't train.
