Budokai 3 (Dragon Arena) can really be frustrating.
I just got done losing to 5 Saibamen in Dragon Arena for the millionth time. They tend to "break in" every once in awhile. I'm like lvl 64 or something and I'm going up against lvl 94 enemies. I had the item that refills 3 whole lifebars while I already start off with like 6 or something.
So, somehow, 5 Saibamen defeated me when I had 9 lifebars. What's worse is there was one point where he was volleying me around like 4 times back and forth and I looked at his Ki while he was doing it. He had virtually NO KI for 3 of those teleporting volleys. What's up with that?!
I'm going to break something if I get cheated like that again... yet it's so fun at the same time!!!

They just don't stop, how can they be so tough to beat?

Break-ins are of a higher level than what you are fighting. At a level 94 opponent, I'd say the break-in culprit would be passed level '99' (As in, they'd have more than 99 'level points' but wouldn't be maxed, like the level 99 opponents are). So they could have maxed out Ki.
I've found Saibamen and Cell Jr.s the toughest of enemies. They're sepreated nature gives them an edge. Even if you pull off a kill combo, Dragon Rush, or Ultimate that does over 1,000 dmg all you're gonna do is 1,000 dmg. Gives them a good strong advantage.

<Kaboom> I'm just glad that he now sounds more like Invader Zim than Rita Repulsa
<Xyex> Original Freeza never sounded like a chick to me.
<Kaboom> Neither does Rita
<Xyex> Good point.

Some characters are played by the CPU much better than others. The ones I noticed being extremely difficult to beat are:
Saibaiman
Cell Jr.
Uub
Omega Shenron
#18
Kid Goku
Saibaiman
Cell Jr.
Uub
Omega Shenron
#18
Kid Goku
"Destiny"... people claim by force what they desire, wreak havoc upon others in order to acquire it... and they call it "destiny".
Black Star Dragonballs?

Dragon Arena's a bitch, but if you want to unlock Saibaman and Cell Jr....then you should be fighting against people twice your level. This way a break-in is easier and you'll be able to unlock these two early, which is actually the only thing to do in Dragon Arena.
One of the more pointless Budokai extra modes.

I really, really need to get back into the habit of posting.
